A Parish Council meeting was held in the Simms Reeve Institute, Brancaster, on Tuesday, 4th. September , 2007, at 7 p.m. PRESENT Mr. N.Linge [Vice Chairman] in the chair; MrsJ.Sands, Messrs.,J.Snelling, A.Townshend, J.Petchey, A,Borthwick,T.Large, M.Fullwood, M.Billing. Also present were 7 electors. 1 .APOLOGIES FOR ABSENCE Mr.C.Southerland [at sea] 2.. DECLARATIONS OF INTEREST None 3. MINUTES OF LAST MEETING These, having been circulated, were taken as read, agreed as correct [prop.J.Petchey, sec. A.Townshend] and signed by the chairman. 4. MATTERS ARISING AA Box – Inspected by T.Large – no problem as in good condition.. Prop, T.Large, sec. J.Snelling that the AA box now be accepted by the Parish Council. Agreed. Coastal path and Beach bank – now agreed to take this matter up with the Environment Agency, H&SE. NCClr. S.Bett to be contacted for help. Risk Assessment/ Management – Checks to be done monthly by A.Townshend and J.Petchey. Height of seats had to be raised according to new rules. Bus shelter at Deepdale should have safety glass installed. Notice board by Brancaster playing field to be repaired by B.Welsh. All playground equipment to be inspected weekly by BCSC and report form sent to Clerk. Playing field edges needed strimming. Price to be obtained from NCS [prop. AB, sec. AT] Agreed. Cross Lane hedges needed cutting back. Contact NCC Highways. Brancaster Village Sign –further prices needed. Dyke to south of Mill Hill bungalows – C.Borthwick to be contacted. Dangerous scaffolding Brancaster High Street – NCC to be pressed to ensure safety in this area. Prop. J.P, sec.J.S that the police be asked about their response time following the accident. 5. REPORTS FROM PARISH COUNCIL REPS. Barrow Common – JP. BFC - TL. [NB The Parish Council receives full minutes of all committees on which it is represented] 6. FINANCE
[a] Invoices for payment: Resolved to pay the following [prop J.Petchey]: K.Crompton £280. 7. PLANNING The following application was considered: Staithe Cottage, Brancaster Staithe - garage extension - No objection.
8. MARSH ROAD ACCESS Following much discussion it was proposed by AT, sec, by AB that the status quo be retained with parishioners’ rights preserved. Agreed. 9. Appointment of 2 reps to Wells Harbour Watch Messrs. C.Southerland and J.Snelling were appointed. 10. CORRESPONDENCE 1. Simms Reeve Ins. Application for grant from WNCVS. PC agreed to forward this to WNCVS. 2. Norfolk Police– Damage to Deepdale bus shelter [ crime no.] 3. Mr.J.Emsley – overhanging yew tree –ACTION: cemetery team [ask K.Crompton?]. 4. NAPTC – notice of area meeting 30th. October at BS village hall. Noted. 5. LCAS – Newsletter no .34. Noted. 6. A,Nicholas – seat for playing field? It was stated that the two seats already on the field were covered by undergrowth and must be inspected. ACTION: AT and JP 7. NT toilet at hard – AB stated that NT must be contacted about this. Original agreement with WNBC. Sign not now on door. It was suggested that a joint meeting be called of all interested parties. 8. BS village hall drive parking policy. Info received from Mrs. Spink re charges for parking. 9. JP Issue of car park passes. To be discussed further. 11. Other items for discussion (No resolutions) J.Snelling. Marsh Road. This is common land. To be referred to CRH Assn. Jos. Luddington – Flood warning sign on Beach Road to be moved further to the north. J.Snelling Article in EDP on golf links contained erroneous statements. Matter to be taken up by CRH at meeting on 21st.Oct. T.Large Brancaster village sign. A new wooden oak sign could be made by John Needham. Price needed. M.Billing. Overgrown shrubs in Town Lane, Brancaster Staithe. J.Sands – no parking notice on wall, Market Lane. Refer to NCC Highways J.Petchey Beach toilets – new bigger cess pit needed. A.Townshend Disruption during Tennis Week. Rubbish by bottle banks. Jos.L Recycling Notice to be put in PN,. SR driveway had been strimmed. B.Raynore More dog bins needed on beach. A.Rowen Possibility of dog bin at Brancaster Staithe. Suggested by JS that BCC [John Sizer] be contacted. Flytipping in BS layby.[ NCC to be contacted] Norman Raynor – possibility of Perspex windows instead of glass in Deepdale bus shelter.
