A Parish Council meeting was held in the village hall, Brancaster, Staithe on Tuesday, 6th. October, 2009, at 7 p.m. PRESENT Mr.A.Townshend, [Chairman]; Mesdames. J.Sands and C.Borthwick; Messrs, J.Petchey C.Southerland, J.Snelling, N.Linge. T.Large. M.Fullwood. Also present were 16 electors . Guests: Mr.P.Morris WNVCA, and Mr.Dave Allen WNBC. 1.APOLOGIES FOR ABSENCE M.Billing 2. DECLARATIONS OF INTEREST None 3. MINUTES Agreed and signed as correct [prop.NL, sec.JP]] 4. MATTERS ARISING Seats - CS stated that there was no objection from the BCC. Matter to be discussed at the next Fishermens Society meeting. Allotments- Update given by R.Seppings. Meeting to be held with Mr.J.Thompson on site tomorrow. Suggested by CS that the PC make an initial payment of £1000. Sec.NL. A Lease will be required. 7-16 Marsh Side No further news. Sewerage problem at BD No further news. Kiting on beach . Report by CS. More signage had been promised by NT and a meeting after next Easter..This was a decision for the Commons Committee. 71 Club donation Report by N.Linge. Money needed for decoration. Prop. NL, sec.CS that the PC donate £300. Agreed. Dog Control Orders Report by Jackie Sands. Agreed that both playing fields have these Orders. Large NO DOGS notice to be placed at entrance of Brancaster playing field. 2 Square and red on white. ACTION John Snelling Letter [corres 5] from caravan site members was read out. Noted. Seats and gates In hand by J.Snelling and T.Large. Repair to kissing gate not yet done. Marsh Boardwalk Report of another injury to a walker. T.Lidstone Scott to be told that this may result in legal action. Derelict car by Old Lifeboat Owner to be contacted. 5. REPORTS FROM PC REPS. BCC report by J.Snelling. 1. Speed Boat Owners Club proposals to be circulated to all councillors and matter discussed at the Dec. mtg. of the BCC. 2. National Trust had applied for registration of the freehold of the saltmarsh common, an area of about 624 acres. With permission Mr.B.Everitt gave further information on this. A letter was needed to NT John Sizer, stating that the NT had mis-registered part of the common. Agreed [Prop. JS] that Parish Council write to Land Registry [copy to NT] disputing the NT registration and call a special meeting to look at documents and maps. Date for this set for 20th.October at 2 p.m. ACTION; Clerk 6. Allotment update given by R.Seppings. Further meeting to be held on Monday, 19th. October. 7. WNVCA visit by Peter Morris. Proposed coastal footpath from Old Hunstanton to Burnham Overy Map amended. 8. FINANCE [a] Invoices for payment: Agreed to pay following invoices [prop. NL, sec.JP] Mazars £155.25; Anglia & Midland £1841.58; R.Lowe £130; Norse £751.39; Lyreco £72.96; SLCC subs £82; K.Crompton £300; B.S&D village hall £30; GK computer services £35. 9. PLANNING No applications this month. Local Development Framework Talk by Dave Allen of WNBC explained this, stating that Brancaster was designated a Rural Key service Centre. Final public consultation to be held in November. A short question and answer session followed. Proposed shop, playing field car park, Brancaster. Report by N.Linge on Development Control Board meeting at Kings Lynn. Site meeting arranged for 8th. October. Decision to be made by the DCB later that day. 10. CORRESPONDENCE 1.
