 Minutes

A Parish Council meeting was held in the village hall, Brancaster, Staithe  on Tuesday, 3rd. November, 2009, at 7 p.m.

PRESENT

Mr.A.Townshend, [Chairman];  Mesdames. J.Sands and C.Borthwick; Messrs, J.Petchey  C.Southerland,  J.Snelling, N.Linge.. M.Fullwood, `M.Billing.   Also present were 21  electors .

4. MATTERS ARISING

Seats   Seat for Malthouse Yard had been ordered. This to be donated.

Allotments A149 site now not allowed by Norfolk Archaeological Society. Mr.Thompson had offered a site in Market Lane. A further site may be on offer from T.de Winton by Saxon Field. Two PC reps needed on allotment committee. Noel Linge and Tom Large appointed.  A meeting was now necessary with Mr.Thompson to draw up a lease. Price of allotment plot  to be £45. Draft Lease already drawn up would be looked at by the Chairman and Vice Chairman.

7-16 Marsh Side – No further news.

Dog Control Orders – NO DOGS notices to hand for entrance to playing field.
 

5.  REPORTS  FROM PC REPS.

JP Barrow Common – new signs put up.

CB  BS village hall meeting. Plans going ahead.

6.   FINANCE

7.   PLANNING 

1. Brecklands, Brancaster staithe – new application.  No objections  [passed by 6 votes to 2; 1 abstention]

2. Lion Cottage, Brancaster – stable block.  Objections. Letters from neighbours read out [ Mr.Law spoke ]; also Mr. Reeve who explained the application.

8.BRANCASTER MARSH COMMON

Two copies of the NT registration with map received from Land Registry. More in formation to be obtained from them with guidance notes.

BE had prepared paperwork to forward to Mr.Aldous.  ACTION; John Snelling.

Chairman stated that progress was being made.

AT and JEL going through minute books and making notes.  Agreed to seek advice from OSS and NCALC.

9. BRANCASTER STAITHE HARBOUR

a. BSSBOC  - J.Snelling declared and interest as  a member  but explained situation re new rules for the Club. C.Southerland stated that new members were needed but safety was a concern. However, this meant laws against local people which would be unacceptable.

10. SOCIAL HOUSING

Letters of objection to a possible site in Common Lane, Brancaster Staithe were read out from Mr.Bottom and Mr.Olesen.

An email message from  Hastoe  Housing was also read  out.

Prop. N.Linge and agreed that these letters be noted and kept on file.

Prop. A.Townshend. Sec. J.Snelling that Parish Council write to Hastoe asking what plans are going ahead for social housing in the parish. Agreed.

12. OTHER ITEMS FOR DISCUSSION

JP  Reported that the village sign was almost ready.

      NCC had little money for roads next year.

CB  Coastal Path by North House in bad state. New path being made higher up.

Ja.Sands  Parking by Stubton Cottage, Market Lane;  hole in A149 footpath near Laburnums; drain outside Old Bakery; recycling centre at Docking – closure?

JEL  Day Centre at Burnham Market – possible closure

BE  Gate at Seven Edges; special funds for projects.
