A Parish Council
meeting was held in the village hall, Brancaster Staithe, on
Tuesday, 6th.November, 2007, at 7 p.m. PRESENT
Mr.

A,Borthwick, A.Townshend, M.Fullwood, T.Large. Also present were

Mrs.J.Howell gave a presentation on the advantages of the parish producing a Parish Plan for which funding was available. It would be produced by a Steering Group of 12 volunteers [not the Parish Council]. The end result would be an Action Plan for the Parish. After discussion and questions, it was generally thought to be a good idea and would be followed up at the next Parish Council meeting. 2.. DECLARATIONS OF INTEREST

These, having
been circulated, were taken as read, agreed as correct [prop.J.Petchey,
sec. J.Snelling] and signed by the chairman. 4. MATTERS ARISING AA Box in hand. Coastal path and Beach bank reply from England to H.Bellingham read out. This was deemed not satisfactory and PC to write to England about the nature of work envisaged for the boardwalk.. Risk Assessment/ Management In hand by AT and JP. Re height of seats, this was an HSE matter and PC to contact NCAPTC for advice. Brancaster Village Sign price awaited. Dyke to south of Mill Hill bungalows C.Borthwick had been contacted. Dangerous scaffolding Brancaster High Street Awaiting response from Police Deepdale bus shelter all glass now removed. Another no smoking notice needed as original had disappeared! Brancaster play equipment BCSC reminded that weekly inspections should be made and forwarded to the Clerk. NCS price for strimming edges of playing field for £130 was accepted. Prop; JP, sec.AB. Also agreed that this should be done annually in August in future.

meeting to discuss public toilet to be held [PC reps: JS and AB].

unan. 6. FINANCE [a] Invoices for payment: Nil [b] Other financial matters: 1. Request for funds for new fencing on playing field BCSC.[corres.7] Prop. JP sec.JS that this to be funded from vat reclaim on sports equipment. Agreed.
2. NRCC subs.
£7.50. Agreed to join this organisation. 7. PLANNING The following applications were considered: 1. Oak Cottage, Brancaster Staithe extension: Letter from Mrs.White read out. Prop.JP, sec. J.Sands that objection be made. Agreed with one abstention [J.Snelling} 2. Land south of Eastwood, Brancaster new dwelling: Comments received from Mr and Mrs.M.Skillings. Their property not shown on map. Drawings not accurate. Insufficient parking spaces. Objection to be made. Agreed. 3. 7 Mill Hill, Brancaster ground floor rear extension: No objection 4. NCC Brancaster VAP School renovation of old Horsa building [canteen]: No objection.
9.. CORRESPONDENCE 1. T.Lankester speed limits, Burnham Deepdale. As this matter had been discussed at length in the past, it was agreed that no alteration to the present 40 mph limit be sought.. 2. BS&D village hall application for loan of £1500 [see finance] 3. Mrs.J.Luddington 1. Tide and Broad Lane parking 2. Beach car park. Parish Council supported comments made by Mrs.Luddingtopn. National Trust and England ought to be involved. Copy of reports by Mrs.L to be sent to the Car park committee for their Nov. Mtg. Question of parking meters must also be raised. 4. NCC Amendment to register CVL65. Noted. 5. H.Bellingham MP Norfolk Coast Path [copy of letter from Natural England] 6. WNBC consultation on dog control orders and litter bin service [copy to JS and AB] 7. J.Butterwick request for funds towards fence on playing field 8. Mrs.K.Golding - Brancaster Christmas Grotto. |Prop. J.Petchey, sec.J.Sands that donation of £100 be made. 9. The Clerk new minute book. Prop. J.Snelling, sec. J.Sands that a new Minute Book be purchased. 10. Notice of NCAPTC Western Area Meeting on Tuesday, 30th.October, BS village hall. It was hoped that all councillors would attend. 10.. OTHER ITEMS FOR DISCUSSION [NO RESOLUTIONS] 1. JP Vandalism to seat and tree in Broad Lane. Action: JP 2. MF School parking. 3. AB. [a]. WNBC Your Council magazine. Query percentage of holiday homes stated. This should now be 75%. [b]. Theft of diesel and generator from Deepdale farm. [c] . Homewatch concern 4. Mrs.J.Sands - Permission sought for commemorative shrub on village green in memory of David. 5. G,.Parry Thanks to PC for extra dog bin at BD. 6. Mrs. M.Fullwood tree trunks across Green Common Lane, Brancaster.
