A Parish Council meeting was held in the Simms Reeve Institute, Brancaster, on Tuesday, 1st. September, 2009, at 7 p.m.
Mr.A.Townshend, [Chairman]; Mesdames. J.Sands and C.Borthwick; Messrs, J.Petchey C.Southerland, J.Snelling, N.Linge. Also present were 8 electors 1.APOLOGIES FOR ABSENCE T.Large; M.Fullwood; M.Billing [no apologies recd] 2. DECLARATIONS OF INTEREST Nil 3. MINUTES Agreed and signed as correct [prop.JP, sec.CS]] 4. MATTERS ARISING Seats Sponsor for seat at Malthouse Yard. NT stated that fishermen and Mr Dye did not want seat there. To be discussed at the forthcoming Fishermens Meeting. Allotments- Nothing further from T.de Winton. Letter from J.Thompson with offer of land. [Corres 7] Agreed to have a meeting with Mr. Thompson. Attendees to be ATownshend, N.Linge, J.Snelling [parish council ] and three from Allotments committee. ACTION; Clerk 7-16 Marsh Side Reply from WNBC. Pathway to the north was in possession of WNBC not Freebridge. To be followed up. Sewerage problem at BD Miss C.Borthwick reported that nothing had been done. Only one visit had been made by AW [8th.July] Kiting on beach .Meeting arranged. For 4th. September at Millennium Centre [corres 1] Attendees: AT and CS.Agreed that kiters should keep to the west of Brancaster Beach.. 71 Club donation This was in hand by N.Linge. Dog Control Orders Two PC reps [Mesdames J.Sands and C.Borthwick] to meet Keith Lovejoy of WNBC. ACTION: J.Sands Clerk reported message from C.Polito owner of the Old Lifeboat caravan site, who would be asked to put up another notice re dog fouling on playing field.. Seats and gates schedules to be provided for J.Snelling and T.Large. Agreed to ask B.Welsh to repair playing field gate or fit a better system more resistant to vandalism / misuse. Kissing gate at east end of boardwalk B.Welsh has been asked. NL to get a new post. ACTION; NL Beach Bank Had been cut by NCC. Letter from EA [corres 6] Marsh Common- letter from S.Dales re horses. Gate had been opened. Agreed both marsh gates must be locked and key held by NL. Notice to be put in PN. Brancaster green common lane grass triangle Further investigation to be made Cemetery gate west end B.Welsh had done this. Re the main gates, work to start this week by Mr. Blackwell.. 5.REPORTS FROM PC REPS. JP Barrow Common; 6. . FINANCE [a] Invoices for payment: Agreed to pay following invoices [prop. CS, sec.JP] 7. PLANNING 1. Old School House, Brancaster garden room. No obj. 2. Methodist Chapel, Brancaster change of use no obj. 3. Land south of Eastwood, Brancaster new dwelling. No obj 4. The bungalow, Main Road, Brancaster Staithe replacement dwelling. Situation explained by developer. No obj. However, concern at balcony. 5. Santa Lucia, Cross Lane - objection. Too big for plot 8. CORRESPONDENCE 1. Kiting meeting 4th. Sept. 2. Mrs.G.Smith highways matters. 3. R.Seppings allotments. 4. National Trust site for seat at Malthouse Yard. 5. North Norfolk Shoreline management review 11th. Sept at BS 6. Env. Agency FP9 Beach bank 7. J.Thompson allotment site. 9. OTHER ITEMS FOR DISCUSSION NL Dry lion horses cannot be kept there. This may be private ground. NCC to be contacted. Clerk dog bin at The Drove. Request from pasrishioner. Could this be moved to main road. Agreed not an option.
