BRANCASTER PARISH COUNCIL MINUTES
 

 

A Parish Council meeting was held in the Simms Reeve Institute,, Brancaster, on Tuesday, 7th.October., 2008, at 7 p.m.

PRESENT

Mr. C.Southerland [Chairman];  Mrs.J.Sands; Messrs, N.Linge , J.Petchey, J.Snelling,   T.Large, M.Fullwood. M.Billing.  Also present were  8 electors.

2.  DECLARATIONS OF INTEREST

6. Co-option of councillor

Miss. Celia Borthwick was co-opted as councillor for the Staithe Ward

3. MINUTES

Agreed and signed as correct  

4. MATTERS ARISING

*Scolt Head – some repairs now done. See Reports

*Dog bin at harbour – In hand

*Cemetery Gates and fencing –  awaiting news of possible grants.

*Drainage work in Burnham Deepdale. pavement near Pump House now done.

*Brancaster village sign - .Awaiting news of possible grants.

*Flytipping Signs for bottle bank  site – In hand by J.Snelling.

*Grenville Cottage –Fence now up. Agreed [prop .JP, sec. JS] to add picket style fence as per quotation from Lawnright.  Also agreed [prop. JB, sec.JP] to send bill for re-erection of fence to Kevin Johnson at SJP asking him to seek compensation on our behalf from Grenville Cottage owners.

*Brancaster bus shelter – Paint purchased.  Agreed to put up a plaque here in memory of David Sands. Wording to be decided by John and Jackie. [prop. JSn. Sec. NL]

*New Lease for BCSC -  Inspection sheets awaited.

*Portacabin on car park –  planning application had been sent in.

*7-16 Marsh Side – photos of damage had been taken by Jackie Sands. She reported that the Chief Exec of Freebridge had this matter in hand.

*WNCVA Grants – Now applied for. Agreed to push for help with work on cemetery gates.

JP asked that a replacement seat, in recycled material, be provided opposite the church on the grass verge. Prices to be obtained by JP

*W.Howard –letter to police:  No reply from Insp Chilvers. Clerk reported mobile phone reply from S.Bett which was not satisfactory. Clerk asked to write to S.Bett telling him that PC could not act on phone calls and would appreciate a written reply in future.

*Gates on Marsh – TL had inspected these and had nothing to report as all seemed in order

*playing field gate – to be repaired by KC.

 Items missing from BSvillage hall – Chairs had been returned.

OSS Appeal – Reply from HB. [Corres. 6]

5 . REPORTS  FROM PC REPS.

 NL  SR Ins function held

CS  Flood information leaflets to hand.

TL  Commons Committee report. Report from Mike Rooney on Wardens hut – some repairs had been done. Roof to be done when finance available.

7.   Brancaster playing field car park – NL stated that owners of holiday homes parked here free of charge. How would a system of charging paying work? Who would police it?  Notices to be put up next year pointing out that this car park area was private ground. To be discussed again next spring.

9.  PLANNING 

1.  Staithe Antiques – objection.  Problem of access from private drive.

2.  I Coffee House yard, Burnham Deepdale – no objection

3.  3 Alma Terrace, Brancaster Staithe -  no objection

Brecklands Appeal – objections had been maintained.

10. CORRESPONDENCE

1. BT red telephone kiosks. Further information to be requested re retaining these.

2. Mrs.V.Scoles – planning objection re  Staithe Antiques

3. David Johnson – thanks for donation

4. J.Butterwick -  playing field inspection of equipment

5. J.Butterwick – strimming of field edges by K.Crompton  £34.  Agreed to pay this [prop. NL, sec.John S]

6. H.Bellingham – OSS campaign

7. NT BFC Minutes 21`.8.08.  [Copies of these minutes to be made for JS in future].

8. Keepers Lodge address – query from WNBC and Royal Mail.   Agreed that the road from BD to Docking/Brancaster road junction be named Dalegate Road.  Suggested that the post delivery to Keepers Cottage be made when delivering to Field House.

Jackie S   Cemetery hedge overgrown on west side. Work party needed -  portaloos had to be provided. Cost?

Clerk  Visit by Sylvia Hopp of WNBC re public rubbish bins. JP and Jackie S to meet her.
