BRANCASTER PARISH COUNCIL

 

 MINUTES

The Annual Parish Council meeting was held in the Simms Reeve Institute,  Brancaster, on Tuesday, 5th. May, 2009, at 7. p.m.

PRESENT

Mr. C.Southerland [Chair] Mesdames.J.Sands and C.Borthwick;; Messrs, J.Petchey, N.Linge, A.Borthwick, A.Townshend, M.Fullwood, M.Billing and  T.Large  Also present were 12  electors   and 2 members of the public.                                                                        

APOLOGIES FOR ABSENCE

2.  DECLARATIONS OF INTEREST

Nil

3. ELECTION OF CHAIRMAN AND VICE CHAIRMAN

Mr.A.Townshend was elected chairman [prop. NL, sec.CB]

Mr.N.Linge was elected Vice Chairman [prop JP sec.CS

Mr.NL proposed a vote of thanks  to C.Southerland for his three years as Chairman

Mr.A.Townshend then took the chair and the meeting continued,.

4. ELECTION OF PARISH COUNCIL REPRESENTATIVES

Prop. NL, sec. JP that these be re--elected en bloc. To include Fairways Committee – T.Large, with J.Snelling as deputy.[List  to be included in Minute Book].

5. RSPB Titchwell

Report given by Rob Coleman who spoke about the three year coastal change project to combat coastal erosion. He then invited questions from the floor.

Thanks were given to Rob Coleman for his informative and interesting talk.

6. MINUTES

Agreed and signed as correct [prop J.Petchey, sec.N.Linge]

7.  MATTERS ARISING

Cemetery gates and railings – awaiting result of grant application.

BS village green boat parking – no further news.

Grenville  Cottage – installation of picket fencing now completed.

Seats – Agreed to order 6 – 8 as further sites in the parish were requested. Some sponsors had been promised.

Sites so far identified: Barrow Common 3; Brancaster Playing field 1; Burnham Deepdale 1; BS tennis courts 1; John S expressed a wish to have a seat placed at the top of Market Lane to prevent the footpath from being de-registered in the future. It’s staus would be checked with NCC Highways and the Borthwick family.

Saxon Field parking – meeting arranged for 12th.May.

Litter bin casings – two had been ordered [Broad Lane and Staithe layby].

Tree and bushes on Staithe village green – dead tree had been removed.

Brancaster Playing field car park – Miss CB reported that BS&D village hall committee had difficulty in getting a yearly fee for their car park. A monthly/weekly fee was now being considered by them.

The hole at the entrance had now been filled in. Strimming had been done by K.Crompton. Agreed to ask him to trim round the seat to the right of the field fencing and monthly around the notice board.

8. REPORTS  FROM PC REPS.

JP Barrow Common work ongoing

NL SR Ins meetings to be held every two months in future. P.Morris to be asked about grants submitted.

9.   FINANCE                                                                      

[a] Invoices for payment: Agreed to pay following invoices [prop. JP, sec.MF]:

MHB £65.08; WNBC [dog bin service] £95.98; J.E.Lake [website renewal] £ 29.54

Allianz Ins. £1029.59

 [b] Accounts 08/09. John Davies to be asked to do the internal audit.

10.  PLANNING 

The following applications were considered:

3 Roman Way, Branodunum extensions – no objection

 

11. CORRESPONDENCE

1.  NCC [letter to M.Swiney]  A149 parking

2. Dr. R.Seppings – allotments. Agreed to place notice in Parish News. Next Agenda.

3. J.Butterwick  BCSC play equipment inspections. Now done

4. J.Butterwick -  ordering of new play equipment. Agreed that this be done through the Parish Council. Re public liability insurance, Allianz Ins. To be consulted.

5. P.Hopkins -  A149 parking

6. HJastoe – notice of meeting on 12th.May

7. NCC amendments to  register CL65 – noted

8. O.Proudfoot – speeding on Mill Road. Police to be asked for speed checks.

Mr. Stonebridge – permitted to speak about Hemplands development. Stated that density would be reduced and of a more traditional design

 

The meeting closed at 8.35 p.m.
