Parish Council meeting was held in the Simms Reeve Institute,
Brancaster PRESENT Mr. C.Southerland [Chairman]; Mrs.J.Sands; Messrs, N.Linge , J.Petchey A.Townshend, M.Fullwood, ,M.Billing . MINUTES Agreed and signed as correct [prop.JP, sec.AT]] 4. MATTERS ARISING [a]. Grants Peter Morris had visited as arranged and completed the application forms. [b]. Coastal Footpath/cyclepath - Peter Morris to attend APM in April [c]. Cemetery gates & railings - AT reported that some weakened sections had broken after being unearthed. The blacksmith, M. Blackwell could make new parts. Estimate to be looked at. Peter Morris to be asked the timescale for grants. No action until grants decision. [d] Brancaster Staithe village green [boat parking] - . letter from John Snelling with suggestions which were agreed. Harbour Master to be asked to keep a list of all owners to whom he had given parking permission. [prop.AT, sec. NL] Winter signs now gone. Summer signs needed to be put up now wording to be decided in conjunction with J.Snelling. [e]. Brancaster village sign Price for brickwork from Brian Rix of £1195.74 exc. vat, was agreed. [f] Agreed to go ahead with the sign and plinth. Prop. JS sec.AT. ACTION: JP [g] Brancaster playing field seat leave for now. 5.REPORTS FROM PC REPS. JP/NL Beach car park Open on 1st .April with no increase in charges. NL - SR Ins. Kitchen roof. See below NL/CS - Unitary Authority meeting in KL. Decision deferred for 3 months. NL to write letter for local press. MF Barrow Common work ongoing Regarding the BCSC It was noted that no meetings had been held or news circulated. 6. . FINANCE [a] Invoices for payment: Agreed to pay following invoices [prop. JPetchey, sec.AT]] MHB £65.08 WNBC [emptying dog bins] £95.98; Nat. Trust [toilet cleansing] £389.08; RLowe [Deedale bus shelter] £130; J.E.Lake [expenses April 08 Feb. 09] £62.50; Anglian Water [cemetery] £146.58; [b] Requests for funding : Simms Reeve Ins. Agreed to help but to await decision re WNVCA grant application Brancaster Baby Toddler Group agreed to donate £100 [prop. NL, sec.AT] 7. PLANNING 1. No.31 The Close, Brancaster Staithe extensions. Objections 2. The bungalow, Town lane, Brancaster Staithe extensions. No objection 3. Plot NE of Half Acre, Cross Lane, Brancaster new dwelling. No objection 8. DOG FOULING [1]Agreed to have a Dog Control Order on the playing fields. Further notice in PN about leaving dog waste bags in the bins provided and not in hedgerows; [2] Agreed to have western end of cemetery entrance fenced in to keep out dogs. ACTION: AT 9. PLAYING FIELD CAR PARK Agreed to introduce an overnight parking fee and try a permit system for the season, targeting owners of holiday cottages. Put in Parish News. 10 GRENVILLE COTTAGE Agreed that another length of picket fence was now needed. ACTION: AT to ask Jamie Bridges to do this. 11. CORRESPONDENCE 1. National Trust new quay sueda bushes. Temporary relocation to allow further work. Noted; no objections. 2. WNBC Litter Bin collections and replacements. Noted. 3. Freebridge Council; - 7 -16 Marsh Side. Noted. 4. BMACCS thank you letter for donation 5. NCC bus stop improvements, Burnham Deepdale.Noted. 6. Mr.Boorman,Dormy House marsh common triangle north of Dormy House. Agreed to register this land through Land Registry. SJP to be contacted. 7. NTBCC Minutes 12.12.08 noted 8. NALC - Conference dates. Noted. 12. OTHER ITEMS FOR DISCUSSION Saxon Field street lamp failure [to be reported to NCC] Cold calling on elderly people. Path around playing field made by joggers Congrats to Martin Billing on awards Bells Charity AT offered to serve as new Trustee following retirement of Rev. Campbell BCMC new plastic benches.
