meeting was held in the village hall, Brancaster Staithe ,
PRESENT Mr.A.Townshend, [Chairman]; Mesdames .J.Sands and C.Borthwick;; Messrs, N.Linge , J.Petchey C.Southerland, J.Snelling, T.Large, M.Fullwood, ,M.Billing . Also present were WNBCllr.T de Winton and 15 electors 1.APOLOGIES FOR ABSENCE None 2. DECLARATIONS OF INTEREST Nil Report on Audit 2008/09 Given by John Davies. Recommendations: 1. All financial decisions must be approved and minuted, especially specific events e.g receptions and social occasions. 2. Bring Fixed Asset Register up to date with valuations. 3. Any loan must have an agreement and be shown in a separate Debtor Register 4. Chairman’s Allowance must be fixed at the start of each financial year. Following questions, Mr.Davies was thanked for his help and advice. 3. MINUTES Agreed and signed as correct [prop.JP, sec.CS]] 4. MATTERS ARISING Seats – Sponsors to be invoiced for £245 per seat.[ £20 for a plaque]. Further seats to be ordered when necessary. Sponsors still needed. Saxon Field Parking /Allotments- T de Winton had agreed in principle to releasing a piece of land for allotments/parking. A package would be put together and another site meeting would be needed at which an estate agent would be present. Hastoe were interested in purchasing land for car parking. Prop.NL sec.J.Snelling that plans go ahead but no decision to be made outside council. 7-16 Marsh Side – Clerk to email T de W for advice/help on this.. Sewerage problem at BD – CB reported that nothing had been done. T de W to help encourage AW to act. Holly Hedge Corner – Not cut back as promised. Prop. CS sec.JP that Mr.Oliver be reminded of his promise. 5.REPORTS FROM PC REPS. CS Shoreline Man.Plan meeting. Further meetings to be held in the area. CS Kite meeting. Kiters wished to meet PC. Agreed that dangerous kite boarding etc. must be stopped on Brancaster beach. Original agreement was only for Titchwell beach. NT are re-wording their signs on the beach. After much discussion, it was proposed by CS, sec.JP, that NT, CRH and PC, take the matter of beach safety seriously. Map to be sent to the Kiters showing boundary between Brancaster and Titchwell beaches. CB BSD village hall: Funding now allowed for a new roof. JSnelling: BCC/BFC. Harbour road; money box; gallows post. Mins to hand., 6. . FINANCE [a] Invoices for payment: Agreed to pay following invoices [prop. JPetchey, sec.CS]] MHB £65.08 ; event ins. Brecklands, Brancaster Staithe – amended plans - No objections 2. 2 Boughey Close, Brancaster – extension: No objections 3. Brancaster Stores – change of use: No objections 4. 8 Field House, Brancaster - extension: No objections 8. DOG CONTROL ORDERS In hand by the Clerk 9. SEATS AND GATES All seats and gates [excepting GS and SB memorial seats] to be inspected. Three quotations to be obtained for renovations after specifications prepared. ACTION: J.Snelling and T.Large 10. CORRESPONDENCE 1. John Davies – internal audit report See above 2 Tim Lankester – pedestrian safety in Burnham Deepdale. Request for 30 mph signs. After discussion it was agreed that this would create dangerous overnight parking. 3. Mrs.V.Borthwick – Bus stop pole at Burnham Deepdale. Request for hard standing by seat to prevent wear on the grass.. Agreed to “wait and see”. 4. NT BFC/BCC minutes 5. Burnham Deepdale sewerage and pumping station problems. See above. 6. Jamie Borthwick re land for allotments/car parking. Under consideration although land at present was leased out. 7 NCALC info on Chairman’s Allowance. 8. P. Stuart – state of beach bank. In hand with EA 9. “Meet the Kiters” request for a meeting with PC. See above. 10. Green common lane, Brancaster Overgrown. Pass to NCC Highways. Prop. J.Snelling and agreed that the green triangle at the northern end of the land be registered as village green. 11. Children’s play area - request for trees. PC unable to help. Agreed to circulate insurance letter information from Allianz to all councillors. 12. NCC legal services – amendment to register CL65. 13. J.Butterwick – playground update 14. NT BCC speed limits in harbour. 11. OTHER ITEMS FOR DISCUSSION MF Horses on marsh. Contact number needed in case of emergency. MF Trees at Mill Hill bungalows needed trimming. [Freebridge]. Ja.S Litter in village Ja.S Cemetery gate at west end. Caravan site visitors - dog fouling on playing field. MB Mess from flood on Dalegate Road and Pump Lane Dale End – tree at no. 34; no parking sign; Bungalow? D.Cave litter on beach and near beach toilets. PC website mins G.Bottom parking on Jolly Sailors road [up to common] B.Everitt overhanging shrubs; marsh fencing. Adjoining landowners to be contacted? G.Parry blocked drains at Cricket Pastures R.Seppings Royal Mail boxes need painting.
