A Parish Council meeting was held
Simms Reeve Institute, Brancaster
on Tuesday, 4th August, 2009, at 7 p.m.
 

PRESENT

Mr.A.Townshend, [Chairman];  Mesdames. J.Sands and C.Borthwick; Messrs, J.Petchey  C.Southerland,  J.Snelling,   Also present were 2 reps of National Trust and 18  electors

4. MATTERS ARISING

Seats – Sponsor for seat at  Malthouse Yard. NT to be asked about permission for a site.

Saxon Field Parking /Allotments-  Another meeting to be held with T.de Winton
 

Prop.NL sec.J.Snelling that such plans go ahead but no decision to be made outside council.

7-16 Marsh Side – Reply from WNBC. Pathway to the north was in possession of WNBC not Freebridge
 

Sewerage problem at BD –  Miss C.Borthwick reported that nothing had been done.  Only one visit had been made by AW [8th.July]
 

Holly Hedge Corner – Now cut back as promised. But not cleared up.   
    

Kiting on beach – NT reps given permission to speak on this matter. Confirmed that this activity only allowed on Titchwell beach. None allowed on Brancaster Beach. NT willing to discuss this again and a meeting would be arranged.
 

71 Club donation – This was in hand by N.Linge. 
 

Dog Control Orders – Two PC reps [Mesdames J.Sands and C.Borthwick] to meet Keith Lovejoy of WNBC.
 

Clerk reported message from C.Polito  owner of the Old Lifeboat caravan site, who would be asked  to put up another notice re dog fouling on playing field.. 
    

Seats and gates – schedules to be provided for J.Snelling and T.Large. Agreed to ask B.Welsh to repair playing field gate or fit a better system more resistant to vandalism / misuse.  

Beach Bank – Had been cut by NCC.
 

Marsh Common- letter from S.Dales re horses. Gate had been opened. Agreed both marsh gates must be locked and key held by NL. Notice to be put in PN.
 

Current Building work on the marsh boundary was not adequately fenced against horses.

Owners of land adjoining marsh to be contacted about fencing.    
 

Litter on beach – now cleared up by NT 
 

Harbour road - repairs done.
 

Bus stop at BD – re matter of verge erosion  - this was  NCC land,   not PC. 
 

Brancaster green common lane – grass triangle – leave for now. This could be NCC ground.

Cemetery gate west end – B.Welsh to be contacted.  
       

5.REPORTS  FROM PC REPS.

JP – Barrow Common; had been sprayed.

J.Snelling – Meeting with NT. General discussion inc beach safety.
 

6. .   FINANCE                                                                      

[a] Invoices for payment: Agreed to pay following invoices [prop. CS, sec.JP]

MHB £65.08 ;Adventure Playgrounds £4210.15; OSS subs £40

 Fish Stall Rent – prop.AT, sec. J.Sands that rent be increased to £25 for 2010 season. [incorrectly set at £20 at previous meeting which was current rent]

7.   PLANNING 

1.  Mow Creek Cottage – objection. Obtrusive development.

2.  Annalea – objection as before.

3.  Land adjacent playing field car park for cabin retail shop -  no objection.

          However agent to be advised of technical errors in application.

      4.  Santa Lucia, Cross Lane -  objection. Too big for plot

      5  The Old Maltings, Brancaster Staithe – Objection. Over development of plot.

8.  CORRESPONDENCE

1.  S.Dale – horses on marsh  [see above]

2   Keith Lovejoy WNBC – dog control orders [see above]

3.  WNBC path behind 7-16 Marsh Side [see above].

4.  Rospa inspection report. Points noted.

5.  NCC  reply re various highway matters in parish.

6. SJP  confirmation of LR registration of playing field entrance and car park

7. WNVCA  Coastal footpath map etc [Peter Morris]

8. NCC Saxon Field. Reply stated no action envisaged by Highways.

9. Norse quotation for strimming around play equipment for 2010.  £298 +vat. This was accepted.                                 

9. OTHER ITEMS FOR DISCUSSION
 

CS            Debris on road.; Path to Deepdale, north side, unsuitable for wheelchairs.

Ja. S         Post box by Dormy House

Ja. S and A.Law   Development at Dry Lion for horses.  WNBC investigating.

AT            Plot of land up Market Lane may be suitable for allotments. Hartop Trust to

                 be contacted.

C.Jones    Would PC set up a sub-committee to deal with allotments

G.Bottom  Parking by Jolly Sailors. Police cannot help unless obstruction.

                  Children not supervised on playground. Gate broken.
