            MINUTES

 

A Parish Council meeting was held in the Simms Reeve Institute,  Brancaster ,  on Tuesday, 7th. April 2009, at 7 p.m.

PRESENT

Mr. C.Southerland [Chairman];  Mesdames.J.Sands and C.Borthwick;   Messrs, N.Linge , J.Petchey  A.Townshend,  M.Fullwood, T.Large J.Snelling. Also present were 14 electors

4. MATTERS ARISING

[a]. Grants – Peter Morris had visited as arranged and completed the application forms.

[b].  Coastal Footpath/cyclepath -  Peter Morris  to attend APM in April

[c]. Cemetery gates & railings -  AT reported that some weakened sections had broken after being unearthed.  The blacksmith, M. Blackwell could make new parts. Estimate to be looked at.

Peter Morris to be asked the timescale for grants.  No action until grants decision.

[d]  Brancaster Staithe village green [boat parking] - . HM wouild not keep written records. Agreed that the situation must now be monitored by the PC. A suggestion was made to fence in the green

[e].  Brancaster village sign – amended design to hand. Price for brickwork from Brian Rix of £1195.74 exc. vat, was agreed.

[f]    Agreed to go ahead with the sign and plinth. Prop. JS sec.AT.  ACTION: JP

[g]  Brancaster playing field seat – AT had offered to purchase the old seats for £75. Agreed.

5.REPORTS  FROM PC REPS.

JP  Barrow Common work ongoing.

JSn   Scolt Head  hut – roof improvements

NL/JP  Beach car park – now open.

6.  SAXON FIELD PARKING

Letter from R.Raisbury  complained at the installation of posts on the verge by NCC. much discussion on the vexed situation with parking on the A149 which some parishioners feared would cause accidents.   After further argument which failed to resolve the matter, the Chairman closed  the discussion stating  that  a public meeting  had been arranged by Hastoe for 12th.May. and It was hoped that this would produce a solution.

8.   PLANNING 

    1.  No.31 The Close,  Brancaster Staithe – extensions. No objections

    2.  The bungalow, Main Road, Brancaster Staithe – demolition and rebuild.  Objections. Prop. JP, sec.NL

9. PLAYING FIELD CAR PARK

Agreed that this be a yearly charge. BS.D village hall committee to be contacted for details of their car parking scheme.

10.  CORRESPONDENCE

1.   Mazars – date of external audit 2008 – 2009

2.  Comments re planning application no. 2

3.  Robert Smith Trust – dog fouling in Butchers Lane. Notices needed.

4.  WNBC litter bin containers.  Agreed that two were needed – one at the layby and one in Broad Lane.  

     These would cost £343 + vat.  The Jolly Sailors bin to be taken away.  WNBC Sylvia Hopp to be

     asked for a used clothing bin.

5.  NT BFC mins. 6.3.09. Noted.

6.  G.Smith – footpaths and pavements in BS.  To be forwarded to NCC Highways.

7.  Hastoe Housing – notice of  public meeting on 12th.May

8.  Mrs.J.Gould – village fete on 18th.July. Permission given. Also for parking.

9.  R.Raisbury – Saxon Field parking - see agenda item.

10. M.Swiney – Saxon Field parking.

11. W.King -  request for a seat at north end of Common Lane A149. Also dangerous pavement at  entrance to Town Lane.

Jackie S   Footpath London Street to Marsh Side very narrow.

Jos.L  overgrown shrubs by notice board and fence at entrance to playing field.

BR    Dog waste bin needed at beach.

JEL   Public footpath by Little Saltings [parishioner told this was private]

 

The meeting closed at 9pm
