BRANCASTER PARISH COUNCIL

 

MINUTES

 

The Annual  Parish Council  meeting was held in the village hall,  Brancaster Staithe  on Wednesday, 9th May, 2007, at 7 p.m.

 

PRESENT

Messrs. N.Linge, A.Townshend, J.Petchey, A.Borthwick, Martin Billing and Mrs.Jackie Sands.

Also: WNBCllr. T. de Winton and 12 electors.

The meeting was opened by Mr.N.Linge, retiring Vice chairman who welcomed all newly elected Councillors.

Votes of thanks were given to Mrs.J.Howell, Messrs. J.Snelling, D.Sands and M.Fullwood.

1. APOLOGIES

2. DECLARATIONS OF ACCEPTANCE OF OFFICE

Duly completed by all councillors

3. ELECTION OF CHAIRMAN AND VICE CHAIRMAN

Mr.C.Southerland was unanimously elected Chairman [prop. NL. SecJP]

Mr.N.Linge was unanimously elected Vice Chairman [prop. JP. Sec.AT]

In the absence of Mr.C.Southerland, Mr.N.Linge  took the chair for the meeting.

4. ELECTION OF PARISH COUNCIL REPRESENTATIVES

All  representatives present were re-elected en bloc to the various committees [prop;. JP, sec. AT] List to be finalised at the next PC meeting after the co-option of two Councillors for the Staithe Ward.

5. MINUTES

These, having been circulated, were taken as read, agreed as correct  and signed by the Vice Chairman [prop  AB, sec. AT]

6. MATTERS ARISING

Brancaster village sign – in hand.

Burnham Deepdale green lane – J.Petchey to chase up.

Bottle bank site, Brancaster – To be discussed at Simms Reeve Institute meeting. Situation not entirely satisfactory. Agreed to leave for now.

Dale End Lighting – Prop. A.Borthwick, sec. J.Petchey that these lamps be changed as requested.

Coastal path – Needs further attention.

BCSC – N.Linge reported on site meeting for playground.

Mr.J.Butterwick explained situation. Lease not yet signed as awaiting comments from Mrs.Howell and Mr.Snelling.

John Davies, internal auditor, stated that the Parish Council had not always acted according to recorded decisions in the Minutes.

A.B. Safety fence to playground to be provided by BCSC.

Agreed that the opinions of Mrs.Howell and Mr.Snelling must be obtained and the Lease must be finalised and signed at the June Parish Council meeting [Prop. AT, sec.JP].

Burnham Deepdale green verges – kerbs now lowered. Thanks to JP.

7. PLANNING

1. Harbourside,Brancaster Staithe – extensions – No objection.

2. Hillview, BS – alterations & extensions – No objection,.

3. Mill House, Brancaster – construction of new gymnasium – No objection.

4. The Nook, Common Lane, BS – alterations – No objection.

5. 19 The Close, BS – 2 storey ext. No objection

6. Wellbreck Cottage, 11 Field House – 2 storey ext. No objection

7. Anchorage View, Branodunum – extension – Objection.

8. FINANCE

[a] Payment of Invoices:

Agreed to pay the following:

 K.Crompton £385;  M.Buck £70.05; BSD village hall £15 ;

[b] Accounts 06/07 and report by internal auditor.

John Davies gave his internal report on the audit which was satisfactory. Extra computer software was necessary to enable the Clerk to complete a Fixed Asset Register. Prop. AB, sec.JP that this software be purchased. Parish inventory to be  updated.

9. BRANCASTER SHOP / POST OFFICE

Meeting was addressed by John  Butterwick who explained the situation. Plans were now being drawn up for shop/post office premises in the SR Ins, negotiations were ongoing with the Post Office.

A vote of thanks was given to John  Butterwick and the Village Consortium for their past services to the parish

Mr.A.Borthwick stated that bus timetables were available from the IT Centre in Burnham Deepdale.

    Boat engines stolen.

J. Sands  Camper vans on beach car park overnight.

AN  Cars speeding through village. More Slow signs needed. Advised to report to mobile police station.

 

The meeting closed at  8.45 p.m.
