The Annual Parish Council meeting was held in the Simms Reeve Institute, , Brancaster, on Tuesday, 6th. May, 2008, at 7.30 p.m. PRESENT Mr. C.Southerland [Chair] Mrs.J.Sands; Messrs, J.Petchey, N.Linge, A.Borthwick, A.Townshend, M.Fullwood, M.Billing and T.Large Also present were Borough Councillor Tom de Winton and 8 electors 1. APOLOGIES FOR ABSENCE Mr.J.Snelling 2. DECLARATIONS OF INTEREST A.Borthwick 3. ELECTION OF CHAIRMAN AND VICE CHAIRMAN Mr.C.Southerland was elected chairman [prop. NL, sec.JP] Mr.N.Linge was elected Vice Chairman [prop JP sec.AT] 4. ELECTION OF PARISH COUNCIL REPRESENTATIVES Prop. NL, sec. JP that these be re--elected en bloc. [List attached - to be included in Minute Book]. Visit by Peter Morris of WNCVS Gave a talk on work of local surgeries and fund available of £90,000 for the area. Items raised: speedwatch volunteers, grant applications. Contact: PC Claire Singh via Peter Morris Parish Council advised by TdeW that any future unitary council would mean less local control. The Chairman thanked Mr.Morris for attending. 5. MINUTES Agreed and signed as correct [prop J.Petchey, sec.N.Linge] 6. MATTERS ARISING Dog bin at Cross Lane: In hand by B.Welsh Speed Limits, Burnham Deepdale in hand by Tim Lankester and NCC Drainage work in Burnham Deepdale. pavement near Pump House not yet done. Action: Jim Petchey. Brancaster village sign letter from J.Spedding with suggested design in metal. Resolved to explore all possibilities before deciding. ACTION: Chairman.[ T.Large to be consulted] To be discussed again at June meeting... Beach Road fencing M.Blackwell had repaired this. Invoice to hand. Rubbish at the harbour .In hand. BS&D tennis club AB. repairs now done. Thanks to all in volved. Boats on green opposite BSSC. Letter from JS. Problem of administration - 2 posts and 2 signs were needed now as agreed by JS and JP. Mr.JS to be asked to organise this. Brancaster bus shelter In hand. Brancaster beach debris ongoing problem. Item for sea defence mtg. 16th.May Beach Road G.Parry stated situation still not satisfactory as the ground must be allowed to re-seed. This was in hand by John Sizer. 7. REPORTS FROM PC REPS. J.Sands 71 Club report on AGM. No other reports. WNBCllr. Tom de Winton left the meeting at 8.10 p.m. 8. FINANCE [a] Invoices for payment: Agreed to pay following invoices [prop. JP, sec.AT]: M.Blackwell £257.09; WNBC [dog bin emptying] £98.07; B.Welsh £85 Allianz Ins. £1029.59 BCSC sports equipment: £5200, [b] Requests for funding: Brancaster PCC cemetery gates. These needed refurbishment. Who is responsible? Site meeting to be held [AT and NL] Price could be obtained from Mr.Blackwell. ACTION: AT Open Spaces Society- -campaign for commons and greens. Agreed no donation. [c] Other financial matters [AB] Parish Notice Boards brochure to hand for metal boards. Ideally, should be lockable. No decision at present. Fish Stall Rent - To be on next Agenda. Accounts and VAT Report by Clerk. Accounts to be presented at next meeting after Internal Audit. Review of Clerks Salary ABs proposals handed round. Prop. J.Sands, sec. M.Fullwood that these be agreed. Passed with one abstention [NL] 9. PLANNING The following applications were considered: Powells, Brancaster change of use to shop. No objection. Marsh Barn, Burnham Deepdale conversion to residential. No objection. Kittiwake, Choseley Road, Brancaster single storey extension. No objection. 59 Dale End, Brancaster Staithe extensions. Objection as site plan incorrect. Lorelei, Cross Lane, Brancaster demolition and rebuild [renewal]. Objection if previously.
Brecklands update - Permission refused. T de Winton stated that there would probably be an appeal. 10.PARISH COUNCIL STAFFING Letter from AB read out suggesting an assistant clerk and a handyman. These notes to be circulated and discussed at the June meeting.
11. GRENVILLE COTTAGE AT reported that an access to the field had been made and the boundary altered. The boundary fence must be put back. Resolved: that the original fence and posts be put in to follow the line of the correct boundary. Prop. NL, sec.J.Sands. Agreed. ACTION: Councillors with builder J.Goddard.
12. CORRESPONDENCE 1. WNBC provision of litter bins in parish. Noted. ACTION: Clerk 2. WNBC Borough Council Standards Committee; appointment of members.Noted. 3. D.Metcalf planning application for Old Plough House. Noted. 4. NCC Amendment fo Register CL65. Noted. 5. J.Spedding, Deepdale Forge Brancaster village sign. Agenda item. 6. BMACCS mInutes and report. Noted. 7. LCAS Newsletter no. 36: Health Act 2007. Noted. 8. WNBC proposed removal of 98 street kiosks by BT including those in parish. Further in formation to be requested. ACTION:Clerk

Jackie Sands Dyke south of Dormy House needs cleaning out. Cars parked by Dormy House at high tide times State of marsh boardwalk Jos.Luddington Flytipping sign to be made for bottle bank site Broad Lane trees need trimming AS.Rowen West Beach dangerous. To be brought up at sea defence mtg. 16th.May G.Parry Where are the funds for the boardwalk maintenance. Cut rubbish had been left.
