BRANCASTER PARISH COUNCIL MINUTES

A Parish Council meeting was held in the Simms Reeve Institute., Brancaster, on Tuesday, 4th. March., 2008, at 7 p.m.

 

PRESENT

Mr. C.Southerland [Chair] Mrs.J.Sands; Messrs., J.Snelling, J.Petchey, N.Linge, A.Borthwick, A.Townshend,  M.Fullwood, M.Billing and  T.Large  Also present were  12  electors

4.  MATTERS ARISING

Second/holiday homes – AB reported on article in The Times. Suggested further debate on this matter.

Extra Dog bins:  – [1] NT to be contacted. [2] Cross Lane dog bin in hand by Clerk who would talk with householder at Creek Farm.

At this point, J.Petchey reported litter clean up by WNBC at Staithe and Deepdale.

Drainage work in Burnham Deepdale. Work now done but pavement near Pump House not repaired.

Scenic Cottage – Clerk reported amicable talk with owner  who had apologised.

Brancaster village sign – K.Tidd had kindly submitted ideas for a design. Agenda item.

Dangerous drain cover in Staithe- reported now repaired.

Marsh Side road sign now collected from A.Townshend.

Beach Road fencing – M.Blackwell would repair this for £150. Agreed o accept this price [prop. J.Petchey, sec.J. Snelling]

Rubbish at the harbour – Refer to BCC

5.   REPORTS FROM PARISH COUNCIL REPS. [On meetings attended in February.]

Barrow Common – MF. Further clearing had been done. The old engine house to be secured.

RWNGC car park – JP. Most of the repairs done. To be opened for Easter.

BS&D tennis club – AB. Hoped to get repairs done soon.

BFC – TL. Boats not removed from green opposite BSSC. ACTION: C.Southerland, J.Snelling and T.Large to liaise with Harbour Master.  This ground is village green and the Parish Council is looking into this matter.

71 Cub – Jackie  Sands – Reported  Club getting back on  track.

Simms Reeve Ins. Jos Luddington – Ramp put in at south door. Gift of paint. Other jobs envisaged. 

6.   FINANCE                                                                      

[a] Invoices for payment: Agreed to pay following invoices:

MHB £ 66.49; J.E.Lake [petty cash]  £105; Glasdon [dog bin] £91.95; NRCC subs £15

[b] Other financial matters:

Clerk confirmed that Parish Councils may make general donations to village halls.

Letters were read out requesting funding. Proposed by AT and seconded by JP that the following donations be made: Agreed unanimously.

1.       BS&D village hall –£ 2000

2.       Simms Reeve Institute –£2000

3.       BS&D Tennis club -  £400

7.  PLANNING 

The following applications were considered:

1.       Brecklands – Parish Council objection maintained.  Much discussion followed. Points raised: current traffic research being done by a private firm was full of inaccuracies,; Development aimed at second home market.

Ageed to ask WNBC for the traffic research results in detail

Public discussion allowed:

Mr.D,Cave raised points on design [steel roofs]; proximity of two other businesses and resultant traffic congestion;

RESOLVED:   That Mr.A.Borthwick be appointed to speak at the DCP on 7th.April. Carried unan.

RESOLVED:   That Borough Councillor T. de Winton be asked to speak at that meeting  in support  of the Parish Council.  Prop. J.Snelling  sec. J.Petchey. Carried unan.

5.       DBHS – No obj. Prop. NL, sec. MF.  Carried. [AB abstained from voting]

. Hastoe Housing Assn.Ltd. Meeting at Docking 26th. March.

. NCC – reply re amendment to register. Noted.

. WNBC Tree Preservation Order [land adjacent Brancaster Staithe layby] – PC to support this TPO

. WNBC Planning Enforcement Team [communications] Passed to J.Snelling

9.OTHER ITEMS FOR DISCUSSION

        Docking road to be closed for 4 weeks from 10th.March

MF  Brancaster bus shelter needs attention

TL   AA box needs attention. Mr.W.King to be asked.

NL   Minutes for the public at meetings in future.

CS   Distribution of car park passes.
