BRANCASTER PARISH COUNCIL MINUTES
 

A Parish Council meeting was held in the village hall, Brancaster Staithe, on Tuesday, 3rd, June, 2008, at 7 p.m.
 

PRESENT

Mr. C.Southerland [Chair] Mrs.J.Sands; Messrs, J.Petchey, N.Linge, , J.Snelling, A.Townshend,  A.Borthwick, M.Fullwood,  M.Billing and  T.Large  Also present were 13 electors

4.  MATTERS ARISING

Dog bin at Cross Lane:  – In hand by B.Welsh.

Cemetery Gates and fencing – Agreed to get these refurbished. Price to be obtained. Grant to be applied for.  ACTION: AT+ JP

Drainage work in Burnham Deepdale. pavement near Pump House not yet done. Action: Jim Petchey.

Brancaster village sign – T.Large would see someone at Ringstead.

J.Snelling  stated that someone had offered to pay 50% of the cost up to £1000.

Public then consulted about material and wood was the favourite material..

Rubbish at the harbour – .In hand.

Boats on green adjacent BSSC. Notices to be put up now. Cost to be £15 each 18” x 12” This was agreed. ACTION: J.Snelling. Letter to be sent to the Harbour Master with copy of the wording.

Notice about abandoned boats to be put in PN.

Brancaster beach debris –Following the sea defence mtg. 16th.May action to be taken by

NT. Work to start on 16th. June,

Ford on West Marsh – no further news..

Marsh Boardwalk -  awaiting report from T L-S.  Lady who injured her leg to be asked to write to PC.

Flytipping Signs for bottle bank  site – JS asked to get signs made. ACTION: John Snelling and Jos.Luddington

Grenville Cottage – A.Townshend reported that the fence had been put up at cost of £285.

Telephone  kiosks in villages – letter from H.Potter against this action by BT. Feeling of the meeting was to keep them

Beach Road Dykes – J.Petchey to ask NCC Highways. SHDCRH Assn. to be advised of PC intentions to clean these out..

NL Sea Defence Meeting report.

MF  Barrow Common radar station wording on plaque.

TL  BFC. Opening of new quay on 6th, August.

[c] Internal Audit

Report given by John Davies [read out to the meeting with permission of the Parish Council]

1.       Register of fixed assets:.This must be drawn up with values attached. Agenda Item for July.

2.       Ownership of playing field equipment: – Situation had to be clarified. JD suggested a “Licence to occupy” for the BCSC. This would be a Management Agreement instead of a Lease.

3.       It was agreed unanimously  [pro. JS, sec. AT] to minute that the Parish Council  owns all the playing field equipment and it is their intention to enter into a Management Agreement with the BCSC.

4.       Advice having been taken from HMRC,[see their letter of 23.3.06] It was agreed that any further VAT could not legally be returned to the BCSC. The Parish Council must remain in possession of all equipment on the playing field.

5.       The way forward :

Proposed by A.Townshend, sec. by Mrs. J.Sands, that a sub-committee to be set up, with advice from John Davies, consisting of the Chairman, Vice- Chairman, J.Snelling, A.Borthwick and John Butterwick.  This committee to draw up a Management Agreement for the administration of the field and sports equipment thereon prior to the expiry of the interim agreement in August 2008.

Prop. A.Townshend, sec.J.Petchey  that the accounts be accepted. Agreed.

 

7.  PLANNING 

The following applications were considered:

1.       53 Dale End – extension: No objection [Dec..of.Interest  AB]

2.       2 The Maltings – single storey ext.: No obj.

3.       Marshlands, Cross Lane, Brancaster – amendment to allow “ancillary accommodation including holiday letting”: Objection. This was generating a second dwelling.

4.       Bon Vista, Saw Mill Road, Brancaster – demolition and rebuild of 2 three-storey dwellings: Objection

5.       The Old Plough House, B.Deepdale – extensions: Objection. Over development of site.

 

8.PARISH COUNCIL STAFFING

Assistant Clerk -  Agreed to place notice in Parish News

Handyman –  Agreed to leave for now.

  

9. CORRESPONDENCE

1.  EDF Energy – proposed works at harbour [replacement of overhead line with underground cable]. Agreed that they must have permission from Parish Council, give assurance on the pumping station and an idea of length of time.

2. National Trust – re above

3. J.Butterwick BCSC two letters re vat [circulated]  On agenda.

4. Bon Vista -  letters of objection re planning application.Noted.

5.   Environment Agency – North Norfolk Shoreline Management Plan. Dates of meetings.

6. NCC – Local Transport Plan Delivery Seminar.

7. H.Potter -  threat to village payphones by BT.

8. LCAS – newsletter No. 37.  Noted.

9.  Community “ surgery” dates for remainder of 2008 [Hunstanton and BM].

10. WNVCA – Funding opportunities May/June 2008.  [cemetery?]

 

10.OTHER ITEMS FOR DISCUSSION

AT  Broken kissing gate by Apple Tree House

Mrs.JS  Dog in cemetery.  Gate at west end needed attention. Bushes overhanging paths.

JS  Request for boats to be moved to allow grass strimming by BSSC. KC to be asked.

MF  Rubble at Malthouse Yard. To ask Fisherman’s Society.

      Offer of 1 ton of ballast.

AB  Power cuts at B.D.

      Anglian Water had not washed down area after sewerage overflow.

MB  Request for information re local housing.

N& B.Raynore  Concern at travellers in Barrow Common green lane.
