BRANCASTER PARISH COUNCIL MINUTES
 

A Parish Council meeting was held in the Simms Reeve Institute, Brancaster , on Tuesday, 1st. July, 2008, at 7 p.m.
 

PRESENT

Mr. C.Southerland [Chairman];  Mrs.J.Sands; Messrs, J.Petchey, N.Linge, , J.Snelling, A.Townshend,  M.Fullwood , M.Billing . Also present were 8  electors

Agreed and signed as correct following an amendment re. item 5.  Meeting with BCSC

4.  MATTERS ARISING

Dog bin at Cross Lane:  now up.

Dog bin at harbour -– letter from A.Rowen. Site mtg suggested [NT, PC, JP,CS JS] Bin to be ordered.

Cemetery Gates and fencing – Price awaited.

Drainage work in Burnham Deepdale. pavement near Pump House not yet done. Action: Jim Petchey.

Brancaster village sign - .TL had details and prices.  Cost about £2000.

Rubbish at the harbour – .In hand.

Boats on green adjacent BSSC. Notices had been made and ready to go up. Invoice from Mr. Signs.

Abandoned boat – no enquiries as yet.

Brancaster beach debris –Following the sea defence mtg. 16th.May action to be taken by

NT. Work had started on 16th. June, and was now completed.

Ford on West Marsh – Report by AT. Site meeting held. Problem has been taken on by EA...

Marsh Boardwalk – Prop. J.Snelling, sec. NL that PC write to NCC [copy to TL-S] about injuries to Mrs.Spink. NCC will be held responsible for any injuries.

Flytipping Signs for bottle bank  site – Two signs to be purchased 2’ x 3’ at cost of £30 - £35 each. ACTION: John Snelling.

Grenville Cottage – Letter received from Fraser Dawbarns, solicitors. Interim reply had been sent. Any further correspondence to be copied to J.Snelling..

 Beach Road Dykes – Some work had been done by NCC Highways. Awaiting reply from SHDCRH

Brancaster Bus Shelter – quotations received too high.  Councillors J Sands and M.Billing offered to do some refurbishing  if paint purchased. Agreed.

Assistant to Clerk -  Notice in Parish News – no response as yet.

Broken kissing gate by Appletree House – this had been mended.

Travellers at Green Common Lane – they had now left the area.

EDF Energi -

5. REPORTS  FROM PC REPS.

JS   Scolt Head Island hut needs urgent repair before winter. To be done by Natural England [M.Rooney] ?   This is a listed building.  ACTION: Clerk to enquire.

6.   FINANCE                                                                      

[a] Invoices for payment: Agreed to pay following invoices

MHB £66.49, NCS £721.55

[b] Internal Audit

The Clerk reported that an Asset Register was being compiled with photographs.  Mr.M.Billing kindly offered to take further photographs for the record.

7.  PLANNING 

The following applications were considered:

1.        3 The Cricket Pastures, Burnham Deepdale – objection

2.        The Pheasantry, Mill Road, Brancaster. No objection.

 

8. BCSC Date of meeting – arranged for Tuesday, 15th.July at 7.30 p.m. in the SR Ins.  Attendees: Chairman, Vice Chairman, A.Borthwick and J.Snelling.  [Subsequently changed to Chairman, A.Townshend, J.Petchey and J.Snelling] with committee [4] of BCSC.

  

9. CORRESPONDENCE

1.   Shore Management Plan.  Following a letter from AB it was proposed by NL and agreed that a    

      meeting be called between the PC and the EA.  ACTION: Clerk and Janice Howell.

2.   National Trust – removal of West beach debris.

3.   Fraser Dawbarns – re. Grenville Cottage

4.  NCC amendment to register CL65. Noted.

5.  EDF Energi – re. proposed underground cable at harbour.

6.  J,Butterwick – re. new agreement.with BCSC.

7.  Mrs.L. English – re portacabin for shop at playing field car park.  Situation explained by Mrs.J.Luddington. Prop. JP, sec.NL that the Parish Council support this project in principle. An agreement would be needed to safeguard the future.

8.  M.Swiney – motorise scooter on footpath A149 to Cross Lane.. Agreed to contact Community Police. 

     Footpath signs must be restored.

9   WNBC Housing strategy  Meeting on 17th.July.  Attendees NL and MB.

10. Mrs.Minney appeal form re beach car park pass.  Prop. J.Sands, sec.N.Linge that this

      application be rejected. Agreed.  Suggest Mrs,Minney purchases a Season Ticket for £50. Any

      further communication to be referred to the Chairman.

11.  NPFA -  date of AGM 17th.July. Noted.

12.  Mrs,.Rowen – SMP meeting.  See item 1.

10.OTHER ITEMS FOR DISCUSSION

AT  Overgrown  footpaths. 

Mrs. JS   Footpath Marsh Side to London Street overgrown. Also A149 verges.

MF   Trees by Town Farm

Clerk   Playing field gate  catch needs mending.

Jos.L.  Hedges behind bottle bank and by notice board needed trimming. Price from Chris Smith.

J.Till   Traffic police at top of London Street

 

The meeting closed at 8.40 p.m.
