A Parish Council meeting was held in the village hall, Brancaster Staithe, on Tuesday, 3rd.July 2007, at 7 p.m. PRESENT Mr.C.Southerland [Chairman]; MrsJ.Sands, Messrs. N.Linge, A.Townshend, J.Petchey, A,Borthwick, , J.Snelling, M.Fullwood, M.Billing. Also present were 4 electors. 1 .APOLOGIES FOR ABSENCE Mr.T.Large [illness] 2.. DECLARATIONS OF INTEREST Book signed by Mr.C.Southerland [planning item no.2] 3. MINUTES OF LAST MEETING These, having been circulated, were taken as read, agreed as correct [prop.J.Petchey, sec. N.Linge] and signed by the chairman. Visit by Mark Thompson, Field House Farms Welcomed by Chairman and invited to speak. Mr.Thompson explained situation re flooding in village from Market Lane and plans to alleviate future problems. ACTION: Site meeting to be held [N.Linge and A.Townshend]; J.Petchey to contact NCC. Thanks given to Mr.Thompson for organising mud clearance. 4. MATTERS ARISING [a] AA box – NL reported that T.Large would do repairs. Agreed [b] Bottle Bank Site – email from Sylvia Hopp offered hard standing for bins, also bank for clothing. SR Ins. To be consulted. [c ] Coastal Path – some strimming had been done. [d] Beach Bank – as yet no action. 5. REPORTS FROM PARISH COUNCIL REPS. BCMC –[ JP]. Smith Trust – [JP/AT]. Work on car park access to start in August. Tennis Club – [AB]. Work on drive to village hall to start soon. A loan from the PC may be needed. BCC – [JS]. Funds in hand. Committee against charges for use of the harbour. BCSC – M.Billing. [on agenda] 6. FINANCE [a] Invoices for payment: Resolved to pay the following [prop J.Petchey]: MHB replacement of 2 lanterns at Dale End £340.75 [b] Adoption of accounts 06/07:Following circulation, resolved that these be adopted [prop. A.Townshend, sec. J.Petchey] 7. PLANNING The following applications were considered: [chair taken by N.Linge for item no.2] 1. Relithan, B.Staithe – single storey rear ext. No obj. 2. Clare Cottage, B.Staithe – rear first floor ext. – No obj. 8 . BRANCASTER COMMUNITY SPORTS CLUB Mr.J.Butterwick invited to speak [corres. No.1]. Play equipment now being installed. Old play equipment to be restored and used. Further info on grants to be investigated. All finance, estimates, invoices to go through the Parish Council. Re the Lease, J.Snelling requested amendment on two points, 3.9 and 3.11[insurance]. Meanwhile, an interim agreement to be drawn up. ACTION: J.Snelling and J.Butterwick 9. PARISH COUNCIL RISK MANAGEMENT/ASSESSMENT Agreed that a risk assessment be carried according to audit requirements, and resolved that the Parish Council hire an expert in this field to carry it out [prop.AB, sec AT]. Action: Clerk 10. CORRESPONDENCE 1. BCSC - J.Butterwick Agenda item [see 8],. 2. BMACCS – newsletter and request for donation. Prop.N.Linge, sec.J.Petchey that £100 be donated. Agreed. 3. Northshore – filming at Brancaster beach; parking on the Hard. Noted. 4, NCC No Smoking legislation re bus shelters. Noted. ACTION: Clerk 5. BCMC – copy letter to police re illegal raves. Noted. 6. WNBC Standards Committee – appointment of members application forms. Noted. 7. Glasdon brochure [dog bins] Agreed to purchase bin from WNBC as previously..
