BRANCASTER PARISH COUNCIL MINUTES
A Parish Council meeting was held in
the village hall, Brancaster Staithe, on Tuesday, 8th.
January, 2008, at 7 p.m. PRESENT Mr. C.Southerland [Chair] Mrs.J.Sands; Messrs., J.Snelling, J.Petchey, N.Linge, A.Borthwick, A.Townshend, M.Fullwood, T.Large,. Also present were 15 electors. 1. APOLOGIES FOR ABSENCE M.Billing 2.DECLARATIONS OF INTEREST Book signed by Mr. A.Borthwick 3. MINUTES Agreed and signed as correct [prop J.Petchey, sec.A.Townshend] 4. MATTERS ARISING Broad Lane seat – To be repaired. Holiday homes – Survey now done. AB reported that 52.9% of dwellings were second/holiday homes and this did not include caravan/camp sites. The population in August was much higher. Parking on Beach Road – Community Police to be contacted. Footpath west of club house – stones should have been used as sand had washed out. Dangerous irons on west beach. EA/NT to be told. Matter to be brought up at BCC meeting. New quay – Work going ahead Holly hedge, Staithe House – Mr.S.Oliver to be contacted. Offer for PC to do this if he was agreeable. Reflective mirror on A149 – NCC had refused to have this. Derelict car at Old Lifeboat – in hand. Security Light at Dalegate Market – now switched off. Muddy state of Cross Lane - in hand by NCC who would inspect. 5. REPORTS FROM PARISH COUNCIL REPS. [On meetings attended since 4th. Dec.] Barrow Common – JP Bell’s Charity – CS BS & D village hall AB. Committee needed a Chairman and Secretary. SR Ins. NL Wished to see charges made for car parking similar to charges at BS village hall. 6. FINANCE [a] Invoices for payment: Agreed to pay following invoices: MHB £ NCS £ [b] Other financial matters: St. Mary’s church, BD [corres. No. 1] Donation requested for churchyard maintenance. Prop. JP, sec.NL that £1000 be donated. Agreed [one abst. AB] 7. PLANNING The following applications were considered: 1. Downs Barn, Burnham Deepdale – No objection 2. Brecklands, B.Staithe [demolition and rebuild of bungalow and 6 new units] Various letters/emails of objection received. After discussion, it was resolved to object to this application for many reasons including, access, lack of parking spaces, design, strain on public services etc. 3. Land north of Half Acre, Brancaster [renewal]- objection if this was original decision by Parish Council. 4. Relithan, B.Staithe – no objection as long as no building envisaged 5. Brancaster Stores Ltd. [change of use from ground floor shop to residential] – no objection 6. Home Farm Cottage, B.Staithe [ extension to dwelling and loft] - no objection 7. The Croft, Brancaster [two storey and single storey extensions] – no objection 8. Land south of Eastwood [ new dwelling] - objection maintained.
8.BRANCASTER VILLAGE SHOP Report by J.Luddington. Meeting had been held with PNT for use of Powell’s flat as a shop. Councillors agreed that this project should have the support of the Parish Council. 8a. Brancaster Cemetery AT stated that money [at least £2000] must now be spent on cutting back the holm oak and yew trees. Agreed to get estimates from K.Crompton and two others. Whoever was hired must have PL insurance. AB suggested a management plan. AT stated that a work party would be held on the third Sat. in February. 9. HOMEWATCH AB asked for volunteers to regenerate this organisation. Notice to be put in PN
9. CORRESPONDENCE 1. St. Mary’s B.Deepdale [see under finance] 2. NCC: Norfolk Gritting Routes leaflet – passed to JP 3, J.Herculson: BSSC Launching area - planned improvements to boat park/launch area. PC had no objection provided that there would be no encroachment to village green. 4. T.Ornallas, Creek Farm - request for dog waste bin, east end of Cross Lane. Agreed. 5. Agenda for Hunstanton LAGroup – dates for meetings. Agreed that PC should be involved. 6. Beach car park passes – amendment considered to application form.
OTHER ITEMS FOR DISCUSSION AT Kite meeting on Monday 14th. Jan. AB to deputise for AT who was unable to attend JS Had received Mr.Letzer’s rent money. To be handed over to the Clerk. J.Sands Lower Speed Limit needed for Cross Lane. Matter for Community Police Meeting Clerk Wished to dispose of Fax machine B.Raynore 30 mph repeater signs and night time parking in BS MdeS Volunteer work on Barrow Common The meeting closed at 8.55 pm..
