BRANCASTER PARISH COUNCIL MINUTES

 

A Parish Council meeting was held in the Simms Reeve Institute., Brancaster, on Tuesday, 5th. February, 2008, at 7 p.m.
 

PRESENT

Mr. C.Southerland [Chair] Mrs.J.Sands; Messrs., J.Snelling, J.Petchey, N.Linge, A.Borthwick, A.Townshend,  M.Fullwood, Also present were 8 electors and Sgt. Andy Crown of Norfolk Police.

2.  DECLARATIONS OF INTEREST

Invited to speak about Community Policing. Promised action on parking in several place, inc Beach Road, harbour area, without lights in BS and BD.  Explained policy towards illegal raves in the area. Contact: 0845 456 4567, Ask for Safer Neighbourhood Team.

3.  MINUTES

Agreed and signed as correct [prop J.Petchey, sec.A.Townshend]

4.  MATTERS ARISING

Holly Hedge Corner -  NCC to be asked to define the boundary.

Broad Lane seat –  Not yet repaired.

Homewatch – little response to notice in PN. Leave for now.

Brancaster Cemetery – two estimates for tree pruning – Prop. J.Snelling, sec. J.Petchey, and agreed, to accept one from K.Crompton for £1500. ACTION: AT

Holiday homesParking on Beach Road – Community Police to be contacted.

Footpath west of club house – stones should have been used as sand had washed out.

Dangerous irons on west beach.  EA/NT  to be told.   Matter to be brought up at BCC meeting.

New quay – Work going ahead

Muddy state of Cross Lane -  no action as yet by NCC

5.   REPORTS FROM PARISH COUNCIL REPS. [On meetings attended in January.]

Barrow Common – JP. More volunteer work to be done.

Kite meeting – AB.  Natural England [formerly English Nature] manager still Mike Rooney but new assistant was Vicky Francis.

BS & D village hall AB. Committee needed a Chairman and Secretary.

SR Ins. NL.  Car park Surface needs more gravel and levelling.  Site meeting needed. Asked if parking at this point needed some control.

6.   FINANCE                                                                      

[a] Invoices for payment: Agreed to pay following invoices:

MHB £ 66.49; K.Crompton £260;  WNBC £90.52; R.Lowe £130; G.Smalls £169.20                        

 [b] Other financial matters:

Request for funding from Brancaster Camera Club. [Corres.4]

Prop. JP, sec.JS that a donation of £300 be made. Agreed.

At this point the chairman spoke on funding in general, asking the council to consider funding for both village halls. Clerk to find out if this can be done as a general donation or whether a specific project must be named.

7.  PLANNING 

The following applications were considered:

1.        7 South Corner – no obj.

2.        Marsh  |Barn, Cross Lane – Objection. Out of keeping in AONB; possible dwelling in future; on border with marsh.

8.  Second/Holiday Homes –

AB stated that PC must get the message  across to  WNBC, all emergency services, planning dept. etc.  that 53% of dwellings were now second homes and owners must be made aware of this for security purposes.  Suggested writing to Premcheck. 

9.  Unauthorised parking at Brancaster playing field/ Simms Reeve car park

NL requested debate on this issue,  AT suggested a £100 season ticket for holiday makers like that for the car parking at BS village hall.  To be discussed further.

Scenic Cottage -  unauthorised parking and access onto car park made by builders working at Scenic cottage. Prop.J.Snelling, sec. J.Sands that owner, Mrs. Wilson, be instructed to stop this infringement immediately and restore the fence.

10. CORRESPONDENCE

1.   NCC -  amendment to register CL65 – objection to be made by PC

2. SHDCRH –copy letter to NCC  re spoil heaps on Beach Road. To be restored in May,. Site mtg. requested.

3,. C.Jones, Serenus – elm tree on boundary.  Agreed that this be left as it is a healthy tree and on the playing field.

4.Brancaster Camera club – see under finance.

5. Audit Commission – appointment of external auditor

6. National Trust -  temporary closure of FP9 [harbour road to malthouse lane]

7. National Trust – copies of letters re possible ferry service. Agreed that PC should support this in principle.

8. National Trust – BFC mins.

       Marsh Side road sign at The Old Bakery [Paul Groom to be contacted]

AB  NCC had started work on drainage at BD

MF   Brancaster village sign. [now in consultation with Ken Tidd]

J.Sands  Dog fouling on footpath Marsh side to London Street.

                Pot holes in Marsh Side [Borough Councillor to be contacted]

D.Loose – rubbish  at the harbour.
