BRANCASTER PARISH COUNCIL MINUTES
A Parish Council meeting was held in
the village hall, Brancaster Staithe, on Tuesday, 4th.
December, 2007, at 7 p.m. PRESENT Mr. C.Southerland [Chair] Mrs.J.Sands; Messrs., J.Snelling, J.Petchey, N.Linge, A.Townshend, M.Fullwood, T.Large, M.Billing. Also present were 10 electors. Guests: Paul Linsell and Owen James of Norfolk Police 1. APOLOGIES FOR ABSENCE A. Borthwick 2.DECLARATIONS OF INTEREST Book signed by Messrs. C.Southerland, T.Large, J.Petchey N.Linge POLICE VISIT The two officers were welcomed by the chairman. They gave a brief update on the Safer Neighbourhood Scheme. Question and answer session: Items raised were school parking[ corres no.3 read out] To be referred to NCC Highways. Also; Reminder speed limit signs; double yellow lines on Beach Road. 3. MINUTES Agreed and signed as correct [prop J.Petchey, sec.A.Townshend] 4. MATTERS ARISING Parish Plan Amendment in next Parish News to record the rejection of this proposal. [request by J.Snelling] National Trust visit No feedback so far. Disturbance at 71 Club Report of motorbikes on playing field. Community Police to be contacted. Broad Lane seat – Could be repaired by B.Welsh for £50. Agreed. Holiday homes – Mrs.Luddington reported that the survey was being done and numbers now coming in which will result in an accurate survey. Dog bin at The Drove Now emptied and area tidied. Dangerous Scaffolding – work now completed and scaffolding taken down. Overgrown hedge by playing field, west side – Agreed for this to be cut back. ACTION: NL who would ask Mr.Smalls 5. REPORTS FROM PARISH COUNCIL REPS. Brancaster Cemetery – AT and NL .More work had been done. To be an agenda item in January. Barrow Common – MF. Beach car park JP/NL Takings of £9168 were better than previously. Posts needed to prevent parking on road. The idea of parking meters had been rejected. Sea Defence Committee AT: Footpath west of the RWNGC club house needed repairing. Wells HARBOURWATCH Meeting: JS Matters raised had been thefts and flood warnings. Next meeting in Feb 2008 6. FINANCE [a] Invoices for payment: Agreed to pay following invoices: Lyreco: £32.28; MHB: £132.98; K.Crompton £320; Brancaster Cemetery [grasscutting 2007] £550; LCAS [subs] £165 [b] Other financial matters: WNBC Precept 2008: Prop. A.Townshend, sec.J.Sands that a precept of £10,000 be requested. Agreed. NCS contract 2008 [1228.15 + vat] . Clerk advised this was acceptable. Agreed. Clerk’s Fidelity Guarantee: Parish Council felt no need to increase this as advised by the Auditor. 7. PLANNING The following applications were considered: 1. Leftley’s, 1 Dalegate Market – installation of ATM surround. No objection. 2. Eastview, Brancaster Staithe – construction of dwelling. No objection 3. No.3 Cricket Pastures, Burnham Deepdale – two storey rear extension.No objection 8. Choseley Road Travellers Clerk reported contact with NCC Travellers Liaison Officer who had the matter in hand. No threat of extra vehicles. NL stated that the hedge by his farm would be cut back 9. CORRESPONDENCE 1. J.Butterwick [BCSC]: [a]. new climbing frame invoice for £5200 and grant from NRCC. NL proposed a vote of thanks to J.Butterwick and A.Nicholas for all their hard work. [b]. suggested letter to NRCC from PC. Agreed. 2. D.Loose – new quay at the Staithe. Emails had been received from Mr. Loose concerning work on the new quay at Brancaster Harbour. He was concerned about the excavation of an old quay wall and thought that it should be saved. ,Mr. Loose wanted to know the Parish Council’s views regarding the plans which had been approved by the Parish Council with no objection to the proposed work going ahead. There followed considerable discussion and the PC informed Mr. Loose that, having taken into account the NT application and all the work they had undertaken regarding the archaeology of the site, together with the support it would give to the local fishing industry, the PC had supported the application. Mr. Loose then asked if the new quay should be clad to cover up the steel work. The PC told him that this was a separate issue and if he felt strongly enough he should approach the NT himself. During public discussion, Dr.Hunstman said he was worried that the history of the village was being lost. In his opinion the church was under threat, and Barrow Common almost lost. The last piece of history was Brancaster Quay which many artists liked to come to paint. He concluded by saying we must not destroy our heritage.. JP stated that everyone concerned had been aware of the plans. 3, Mrs. Wreford – request for a reflective mirror at junction of A149 and Cross Lane. To be referred to NCC Highways. 4. Mrs.Mallin – complaint about derelict vehicle at the Old Lifeboat, Brancaster High Street. Agreed to write to owner of property. 5. NAPTC/CPRE – suggestion that Parish Councils should consider the switching off of street lamps for some hours of darkness. This idea was rejected. OTHER ITEMS FOR DISCUSSION JP security light at Dalegate Market; failed street lamp at Deepdale; broken milestone mended by NCC; A149 path tidying up completed. AT Cross Lane sign; cemetery clear up[see under Matters Arising]. Shingle on Marsh Drove path by Apple Tree House [contact Mr. Wreford]. Refer to Mr.Johnson’s previous letter and plan. JS BSSC textile bank [no letter received as yet from J.Herculson] MF holly hedge by Staithe House needs cutting back. MB Muddy state of Cross Lane [NCC to be contacted] J.Butterwick – update on Brancaster Shop plans
