BRANCASTER PARISH COUNCIL MINUTES
 

A Parish Council meeting was held in the Simms Reeve Institute, Brancaster , on Tuesday, 5th. August, 2008, at 7 p.m.

PRESENT

Mr. C.Southerland [Chairman];  Mrs.J.Sands; Messrs, J.Petchey, J.Snelling, A.Townshend,  M.Fullwood.  Also present were  WNBCllr. T de  Winton and 7  electors                                                                              

1. APOLOGIES FOR ABSENCE

 A.Borthwick, ,T.Large,  M.Billing, N.Linge

Before the meeting  started, the Chairman recorded condolences and good wishes to the family of Tom Green.

2.  DECLARATIONS OF INTEREST

None

Agreed and signed as correct

4.  MATTERS ARISING

Dog bin at harbour – to be sited at top of green ,east side. B.Welsh to be   told.

Cemetery Gates and fencing – quotations to hand. Aquablast £1800 and M.Blackwell £352.50.

Drainage work in Burnham Deepdale. pavement near Pump House not yet done. Action: Jim Petchey.

Brancaster village sign - .T Large had left plans for meeting. Cost likely to be about £3500. Agreed to go ahead with a complete new sign and plinth.

Boats on green adjacent BSSC. A further boat, a Wayfarer, had been abandoned near the pumping station. Harbour Master had asked permission to take appropriate action.. PC to ask if he knew owner.

Abandoned boat – one enquiry passed to JS.

Ford on West Marsh – Letter from EA. PC to ask to be kept better  informed in future.

Marsh Boardwalk – reply from T LS. 

Flytipping Signs for bottle bank  site – In hand by JS

Grenville Cottage – Letters to hand. Agreed to await further instructions and advice from solicitor...

Beach Road Dykes – There was some doubt about the ownership of land. CRH had written to NCC.

Brancaster Bus Shelter – In hand by Js and MB. Paint to be purchased and work done in Sept.

Travellers in Choseley Road  – in reply to a question  from TdeW, it was agreed to leave this matter for now.

EDF Energi  proposed works at harbour – agreement duly signed.

Scolt Head Island Hut -  Further information had been requesting Listed Buildings from WNBC. Responsibilities of owner [ Nat. Trust]  to be established.

Motorised scooter – matter now resolved.

Car park pass appeal by Mrs.Minney – Being present at meeting Mrs.Minney explained her case. Agreed there was a misunderstanding about the difference between car park passes/marsh passes [PC did not issue these] and left the meeting.

T DE WINTON LEFT THE MEETING AT 7.55PM.

5. REPORTS  FROM PC REPS.

NL – attended WNBC local housing strategy meeting on 17th.July. Not present to give a report.

JP – Barrow Common. Spraying gorse had been done.

JS – SMP plan  - poor meeting. Further meeting arranged for 11th. Sept at Wells.

6.   FINANCE                                                                      

[a] Invoices for payment: Agreed to pay following invoices

MHB £66.49; WNBC

 7.  PLANNING 

The following applications were considered:

1.       Annalea, Cross Lane, Brancaster: alterations. Object to balcony

2.       Billetts Barn, Burnham Deepdale: new hipped roof etc.  No objections.

8. BCSC – new Lease

Agreed and signed by Chairman and J.Butterwick for BCSC. The other Trustees to sign. Two copies to be returned to the Parish Council.

  

9. CORRESPONDENCE

1. A,Borthwick – resignation from PC due to ill health. Agreed to send letter and card.

2. J.Butterwick – new lease. Agenda Item

3.  Mrs.L. English – re portacabin for shop.  Site meeting to be held  to determines location on playing field car park.

4. EA SMP meeting on 11th. Sept.

5. Fraser Dawbarns – Grenville Cottage - on agenda

6. NCC Boundary Commission proposals meetings – Pass to NL..

7. NCAPTC – meetings. Pass to NL

8. National Trust – Scolt Head Island hut. Email from John Sizer. Passed to JS.

9. SJP solicitors- Grenville Cottage. See above.

10. B.Gibbins – affordable housing and parking. No action.

11. WNBC. BT telephone kiosks. PC consider these vital to community and part of the street scene.

12. Car park pass applications – dealt with.  Regarding marsh passes, the RWNGC Secretary to be written to.with copy of letter from Mrs.

10.OTHER ITEMS FOR DISCUSSION

JP  lamp by Alma Terrace; flooding booklets from WNBC; shingle on road by Jolly Sailors Inn.

AT  Builders vehicles parked by Old Bakery.

MF  AA box progress?

J.Sands  Stockings Lane 30 mph sign damaged; bad state of road 7 - 16 Marsh Side; Blue car and boat parked by the Shooting Box, Market Lane; rubbish on Sports Court.

Mr.Mather- advertising signs will be needed for new shop on car park

A.Rowen  No advertising by EA. For their SMP meetings  Shooting on marsh.

 

The meeting closed at 8.55 p.m.
