BRANCASTER PARISH COUNCIL
A Parish Council meeting was held in the Simms Reeve Institute, Brancaster, on Tuesday, 7th. August, 2007, at 7 p.m. PRESENT Mr.C.Southerland [Chairman]; MrsJ.Sands, Messrs., A.Townshend, J.Petchey, A,Borthwick,T.Large, M.Fullwood, M.Billing. Also present were 9 electors.
1 .APOLOGIES FOR ABSENCE Messrs.N.Linge and J.Snelling. Also Henry Bellingham MP
2.. DECLARATIONS OF INTEREST Book signed by Messrs.C.S, AT. [ Planning Items] Community Support PC Paul Linsell spoke about the organisation and answered questions on parking, Tennis week and general traffic problems. Police surgeries were held every 3rd. Wed at BM Contact no. 0845 456 4567 Classification of Market Lane and Seven Edges Lane to be determined.
3. MINUTES OF LAST MEETING These, having been circulated, were taken as read, agreed as correct [prop.J.Petchey, sec. A.Townshend] and signed by the chairman.
4. MATTERS ARISING AA Box – key given to T.Large Bottle bank site. Offer of clothing bank. SR Ins in agreement. ACTION: Clerk. BS village hall drive – work started. Coastal path and Beach bank – no definite answer received from NCC or NT Dog bin for BD – site decided and B.Welsh to be asked to instal. Trees by Old Rectory Wall – responsibility of Old Rectory landowner. Footpath across meadow –cut by K.Crompton Dead seal on beach – gone Overhanging shrubs by Brancaster church wall – trimmed by H.Carman Pathway behind 15 Branodunum – cleared by NCC and householder. Risk Assessment/ Management. Draft produced. To be circulated. Old Play Area on playing field Estimate for refurbishment had been prohibitive and could be replaced for the same cost. JB offered to do this. However, Prop. AT that the structure be left with the ropes removed. Agreed.
5. REPORTS FROM PARISH COUNCIL REPS. No reports this month.
6. FINANCE [a] Invoices for payment: Resolved to pay the following [prop J.Petchey]: Adventure Playgrounds £17523.95; MHB [lighting maint] £140.10; Lyreco £74.06;WNBC [emptying dog bins] £65.38; Glasdon [new dog bin] £88.41; NCC [no smoking sign] £3.22; B.Welsh [repair to BD notice board] £30 ; R.Lowe [maint Deepdale bus shelter] £130
7. PLANNING Declarations of Interest had been made by CS and AT The following applications were considered: 1. National Trust: improvements to quay wall, Brancaster Staithe. No objection. 2. Home Farm Cottage, Brancaster staithe: external alterations. No objection. 3. Laurasfield, Broad Lane, Brancaster: extension. No objection. 4. Sutherland House, Brancaster: extensions. Objections raised. 5. Field House Farm: construction of building & lean-to for grain storage and farm implements following demolition of existing building. No objection.
8 . BRANCASTER COMMUNITY SPORTS CLUB Interim Lease had been circulated by J.Butterwick. Prop. JP, sec. MF that this now be signed. Agreed with one abstention [AB]
9. BRANCASTER CEMETERY Site meeting held with Messrs.J.Luddington, N.Linge and A.Townshend. A major tidying up was suggested with future regular maintenance,. A volunteer team to be organised by AT [note in PN] ACTION: AT
10. ADOPTION OF NEW MODEL CODE OF CONDUCT This had been circulated. Prop. A.Borthwick, sec.J.Petchey that this now be adopted according to new legislation. The Clerk would advise on any matters relating to this Parish Council
11. CORRESPONDENCE 1. NCC Highways - proposals for London Street drainage scheme. Approved. 2. NCC Legal Services – amendment of registers CL65/124.Noted 3. BPC Health & Safety Policy - Draft for approval. To be circulated. 4. Draft Interim Agreement between Parish Council and BCSC. [Agenda no. 8] 5. Allianz Ins. – claim for village sign. Agreed to leave until replacement quotations received. 6. MHB Services – Public Lighting maint. Agreement – accepted and signed. 7. WNCVA and NRCC funding opportunities. Noted. 8. WNBC planning training and information. Noted. 9. NCS- copy of BCSC play equipment inspection report. Noted. 10. Rayner family – thanks for new play area. Passed to Mrs.Nicholas.

Cars parked on BS village green and pavements. JSands. Complaint about tide flooding warning notice by church. M.Billing. Cars parked by scaffolding in Brancaster High St. P.Stuart – Marsh Road Access. [Next Agenda]. A.Rowen State of Marsh boardwalk. A.Nicholas – Beach bank in need of cutting.
