BRANCASTER PARISH COUNCIL MINUTES
A Parish Council meeting was held in the village hall, Brancaster Staithe, on Tuesday, 1st. April, 2008, at 7.30 p.m.

 

PRESENT

Mr. C.Southerland [Chair] Mrs.J.Sands; Messrs. J.Snelling, J.Petchey, N.Linge, A.Borthwick, A.Townshend,  M.Fullwood, M.Billing and  T.Large  Also present were  Borough Councillor Tom de Winton and13  electors

4.  MATTERS ARISING

Extra Dog bins:  – [1] Harbour area - NT to be contacted. [2] Cross Lane, Creek Farm. NCC  to be contacted.

Drainage work in Burnham Deepdale. pavement near Pump House to be done.

Brancaster village sign –Agenda item.

Beach Road fencing – M.Blackwell had repaired this.

Rubbish at the harbour –In hand by BCC. Some fishermen kept their areas tidy.

BS&D tennis club – AB. Hoped to get repairs done soon

Boats on green opposite BSSC. JS had stated that this was not a BFC matter as it is village green. Any agreement must be between the PC and the NT. A policy to manage this area was needed. PC must decide on a way forward.. 

RESOLVED:  that a sub-committee be formed to manage this area – Messrs. AB, JP, TL, JS.  Site meeting to be held on 8th. April. .

Brancaster bus shelter -  K.Crompton to be asked to quote for necessary work. ACTION:  Clerk and Jackie Sands

Brancaster beach debris – EA to be asked by NT to clear this.

5. REPORTS  FROM PC REPS.

Barrow Common – report by MdeS.

WNBCllr. Tom de Winton joined the meeting at 8 p.m.

6.   FINANCE                                                                      

[a] Invoices for payment: Agreed to pay following invoices [prop. JP, sec.AT]:

MHB £ 66.49; Audit Commission £334.88;  NPFA subs. £20; P.Fisher £32;

BS&D village hall £15; OSS subs. £30; NCAPTC subs. £213.11

Allianz Ins. £1029.59 – resolved to delay payment of this until it had been checked. ACTION: J.Snelling

[b] Other financial matters

Thank you letters from BS&D village hall and 71 Club.

71 Club request for funding – resolved that £500 be donated [prop. AT, sec.JP]

Brancaster Cemetery WNBC rates demand of £23.71. Resolved to check  who paid this last year.

BCSC – [a] Invoice for sports equipment: £5200,  not yet received. ACTION: Clerk

              [b]  Invoice for  fencing by KC £1700, presented by

J.Butterwick. PC not to pay this until vat amount due to BCSC determined. ACTION: CLERK

                  

7.  PLANNING 

The following applications were considered:

1.       Brancaster House: variation of condition 3 on planning permission. No objection.

2.       St. Mary’s House, Brancaster: modification of garage to form bedroom. No objection.

3.       Deepdale Farm House: change of use of barn to storage of cycles for adjacent camp site.  No objection.

4.       The Old Plough House, Burnham Deepdale: construction of new dwelling.  Objection – unsuitable  development for the area. Lack of parking provision.

Brecklands update -  T de Winton spoke stating that highways, access and design were the main problems.  Much discussion followed.

Corres.3, 4 and 7  referred to.

Speakers at the DCB hearing to be:  Messrs. A.Borthwick, TdeWinton, D.Cave. All to speak in support of the Parish Council.

MdeS suggested that as many parishioners as possible attend the DCB meeting on 7th.April.

8. BRANCASTER VILLAGE GREEN

a. Rose bed – agreed to ask KC to look at this.

b. village sign – Agreed that new sign incorporates the Roman helmet theme.    ACTION: Prices for signs:  J.Petchey [metal sign] and  T.Large  [ wooden sign].

9. CORRESPONDENCE

1. Norfolk Minerals waste development plan document – email from

      A.Borthwick] No response considered necessary at the moment.

2. NTBFC  Minutes of meeting 21.2.08. Noted.

3. T de Winton – emails re. Brecklands application.[see above]

4.  M de Soissons – re. Brecklands application [see above]

5.  NCC – amendments to register CL65 re. 3233 and 3234

6.   WNBC – notice of DCB meeting 7th.April [Brecklands]

7.  A.Borthwick – re. Brecklands [see above]

8.  WNBC survey of burial provision. Noted.

9 . Mrs.J.Luddington – flytipping at SR Ins. Referred to T de Winton.

10. SHDCRHA – Brancaster Beach Road: gravel heaps. Work now completed.

11. Creek Farm – dog waste bin siting. In hand.

12. Tim Lankester – Speed Limits, Burnham, Deepdale. Refer to NCC.

 

10.OTHER ITEMS FOR DISCUSSION

JP  Brancaster Staithe layby – “no overnight parking” meant that there was now more parking and camping on Barrow Common Green Lane.

AT  Grenville Cottage – owners now using an access onto the playing field. This must be investigated. Agenda item for May.

AT  Old climbing frame area had not been filled in as promised. ACTION: M.Billing and J.Butterwick.

AT  Need for speed cameras as promised by Community Police

AB  Requested an item be discussed at future meeting under “Parish Council Staffing”. Agenda item for May

CS   Notice boards at Brancaster Staithe and Deepdale were damaged. This was in hand.

MF  Market Lane ditch not yet done.

Mrs.JS   Dog fouling on path Marsh Side to London Street. NCC to be approached.

Mrs.JS  7-16 Marsh Side. State of road.

JS   Dog free zone on beach – details requested as to dates and area.  NT to be contacted.

JS  Board Walk overgrown and slippery. Report to NCC

Jos.L  Hazardous parking on Beach Road must be reported to the police.

A.Rowen  Speeding traffic,  including  lorries on Barrow common Road.

The meeting closed at 9.30 p.m.
