BRANCASTER PARISH COUNCIL-DRAFT MINUTES 4.10.11

A  Parish Council meeting was held in the Simms Reeve Institute, Brancaster, on Tuesday, 4th.October.  2011 at 7. pm.
PRESENT
Mr, A.Townshend [Chairman]; Mrs. J.Sands, Ms.C.Borthwick; Messrs., N.Linge,  J.Snelling, C.Southerland,  R.Lawton, S.Bocking & R.Seppings.
Also present were12 electors and T de Winton
1.APOLOGIES FOR ABSENCE

Mr.N.Linge called for a minute's silence in memory of Jim Petchey.
2.DECLARATIONS OF INTEREST

3.MINUTES
Agreed and signed as correct.[prop. RL, sec. SB] after amendment re seven edges gate
4.MATTERS ARISING
      4.1. Brancaster green common lane
            [a]The rubble had now been removed.
            [b] Shooting rights: correspondence [ 2 and 10]  received from BCMC & JWT.
            Ownership of the common and shooting were raised. It was also pointed out  
             that the BCMC worked well.  After considerable discussion it was proposed by 
            CB and sec. by J.Sn that this matter be thought about  and placed on the
            agenda at a future date when any evidence should be produced.  Agreed
            unan.
      4.2 . Derelict  car at Old Lifeboat Inn - Police to be contacted about  SORN
      4.4.  Whelkhouse yard - in hand by NT.
      4.5   AA kiosk - reported to be in good order by CC. Keys to be obtained.

      4.6 .  WNBCllr. T de Winton -  Parish Council to meet him at some future date.
             Clerk to liaise with T.de W [prop RS  sec. RL] Agreed.
      4.7   Standing Orders -  Circulated by RS.  Every councillor to receive a copy when  
               finalised.
      4.8.  Green common lane - [1] seat to be done by John
                                     [2] Tree to be supplied by Alan.
      4.9.  Byelaws re dog fouling -  to be taken up with T de  W.
             Re loose dogs on beach, it was agreed [prop RL, sec.J.Sands] that complaint 
             be sent to NT.
      4.10  Holly Tree at Dry Lion corner - NCC to be asked about ownership of this area         
              of land.
      4.11. Playing field gate - SB kindly offered to affix new spring.
      4.12   Dog fouling signs - AT had purchased these from Fakenham and put them 
               Up at a cost of £71.10.  See Finance.
      4.13. Rubbish in Seven Edges Lane -  Agreed to write to owner of Little Saltings to
               ask that  this be removed as promised [prop J Sn. Sec. RL]]
5.  REPORTS  FROM PC REPS.
JSn  Brancaster Commons Committee. 
RS    Brancaster Fairways Committee.
6.   FINANCE    
[a]  Invoices for payment: Prop. JSn, sec. NL  that the following be paid:
      A.Townshend [signs]  £71.10
      Anglian Water [cemetery a/c] £87.15
      Norse [playing fields a/c  ½ year]  £1019.50
T de Winton  left the meeting at 8 pm.
7.   PLANNING
1.    11 Boughey Close, Brancaster - proposed external air source pump:
        No objection.
2.    Hamilton Cottage, Brancaster Staithe - replaced existing porch etc.
        No objection.
       DCB meeting at WNBC 3rd.Oct. attended by CB and SB who gave a report. CB 
       stated that PC views were not heeded. In future a better case could be
       produced but PC should be accorded more respect by the DCB. To be discussed 
       with T de W.
8.  CORRESPONDENCE
     1.  WNBC - DCB meeting 3.10.11. Development at Whiteway Road, See Planning.
     2.  BCMC - [1] recycling at Docking. Prop.J.Sn sec. CB tht a complaint be sent to
                         NCC about changes in acceptance of household waste at Docking.
                        [2] shooting rights on Barrow Common. See Matters Arising.
     3.   NALC Cluster meeting for clerks & councillors 11th.Oct.
     4.  N.P.Law - temp traffic order FP9
     5.  Simms Reeve Ins. Meeting  on 11th.Oct
     6.  NCC - meetings re future of small schools in Norfolk. To be passed to Brancaster
          CEVA school
     7.  A.Borthwick - plans for Queen's Jubilee 2012
     8.  BCC/SHDCRH  - funding and income info. Explained by G. Parry.
     9.  NCC Highways - re rubble in green common lane
    10. JWThompson - shooting on Barrow Common
    11 . National Trust - maintenance of Brancaster Common. See 8 above.
    12.  NCC  P&T - local highway improvements/bids for schemes. To be discussed
            further.
    13.  Env. Agency - repairs to Brancaster ford, West Marsh.
9.  OTHER ITEMS FOR DISCUSSION / FUTURE AGENDAS

SB     Income from holiday homes; Land Registry
Ja.S  7 - 16 Marsh Side road; No Fouling sign kindly made by Mr.Sporne, who 
         requested that his  £10  fee be donated to the school.  This was agreed
