BRANCASTER PARISH COUNCIL-DRAFT MINUTES 7.6.11

A  Parish Council meeting was held in the Simms Reeve Institute, Brancaster, on Tuesday, 7th.June .  2011 at 7. pm.

PRESENT
Mr, A.Townshend [Chairman]; Mrs. J.Sands, Ms.C.Borthwick;  Messrs., J.Snelling, J.Petchey, R.Lawton, S.Bockjng and R.Seppings
Also present were 20 electors and WNBCllr. T de Winton

Agreed and signed as correct.[prop. JP, sec. RL]

4.MATTERS ARISING
Brancaster green common lane - corres 1,2 & 6 were read out.
1. Agreed [prop. CB, sec.JS with one abstention [RS]to reply to P.Stuart to inform him that the matter had been well documented over the past several months and the PC did not instigate the removal of the barriers. The lane  remained a public right of way/carriage way and was a matter for NCC Highways.
2. Letter from T de W  read out and noted.
3. NCC reply from K.Rands -   Agreed to leave the matter of the southern end of the lane to the BCMC.  Re the rubble, prop. AT, sec.JP, that Mr,JT be asked to remove this. Passed by 6 votes for and 1 against, with I abstention.                       
Seven Edges Lane gate, Brancaster  - The Parish Councikilors had inspected this. Agreed that the new bank was on the old sheepwalk. Agreed to arrange a site meeting with the EA and Mr.Mason of Little Tenchleys. Prop. JP, sec.RS
Derelict  car at Old Lifeboat Inn -  Agreed to contact WNBC following advice from NCC Highways.[prop.JP, sec.J.Sands]
Footpath signs for beach bank  Corres.4.  Site meeting had been held. Prop.JP, sec.Ja.S that PC proceed with the footpath signs as offered by National Trail.
Repairs to hard - Work now done. . Donation of £400 to be sent to NT.
BSSC boundary posts- JS reported that this had been looked and would now be left until the end of the season.
Broad Lane cherry trees - Inspection by TPO officer to be arranged.
Holly hedge corner - Some cutting back had been done
Cemetery railings refurbishment - No enquiries had been made in writing although some interest shown.

5.REPORTS  FROM PC REPS.
Sea defence meeting: Report by AT.  Following site meeting it had been agreed to put up signs on the flood bank, wording to be agreed.
BFC: Report by RS.  All going well. New harbour leaflet had been amended and was satisfactory.
Powell s Site meeting: Clerk had been invited to attend.  New developers  promised an electricity outlet on the green for the PC.
AT reported that the millstone and metal wheel had been removed to a safe place.
Market Lane Parking [corres.7] Reply from JT. RS stated that the parking was quite bad at times.
Shooting on Barrow Common - Reply from JT. Stated that his had been vermin control. M de S of BCMC stated that they had  no knowledge of any shooting.  CB stated that inadequate warning signs had been put up.
Agreed that the law needed clarifying. Matter to be brought up at the next BCMC meeting.

6.   FINANCE

These, having been audited internally by Mr.J.Davies and pronounced satisfactory,  were duly adopted by the Council  and  the Audit Return signed by the Chairman. Prop. RL  Sec. JS
[c]  Other financial matters:
invoice for repayment of VAT on sports equipment; following much deliberation, it was resolved [prop. JS,. Sec.JP[ that a donation of £1300 be made to BCSC.
[d] Income
WNBC [ paper recycling]  £53.50

7.   PLANNING
1.    Land Northwest of Half Acre, Brancaster. Defer decision until tree felling
       plans have been seen.
2.    North House Objection [prop. JS. Sec. JP. ] agreed with I abst. CB
3.   11 Boughey Close, Brancaster. No objection.
4.    Spindrift,B rancaster Staithe. Objection.
5.   No. 4 the Maltings. No objection
6.   Duffields. No objection

Proposed Triton Knoll offshore windfarm
JS expressed concern for the local fishermen whose catches may be restricted.  Agreed that PC not in favour of this proposal. Prop. JS sec.CB. 6 for I abst.

9.  CHOSELEY  ROAD [ENCROACHMENT]
A hedge had been removed on the west side of Choseley Road and a new laurel hedge planted which appeared to encroach onto the highway and outside the boundary of the property.  Prop.AT, sec.RL that NCC Highways be informed and a site visit requested..

10.  PARISH COUNCIL WEBSITE
Agreed [prop. RS, sec.CB] that enquiries be made to NALC and  locally and prices obtained.

            objection be sent.  Agreed with I abst. RL
