A Parish Council meeting was held in the Simms Reeve Institute, Brancaster, on Tuesday, 2nd.August . 2011 at 7. pm.
PRESENT
Mr, A.Townshend [Chairman]; Mrs. J.Sands, Ms.C.Borthwick; Messrs., J.Snelling, N.Linge, J.Petchey, R.Lawton, S.Bocking & R.Seppings. Mr.C.Southerland arrived at 7.45 pm.

4.MATTERS ARISING
1. Brancaster green common lane - corres 5.
Rubble - Resolved that K.Rands of NCC be asked to have the rubble
removed [prop.SB, sec.RL and passed by 7 to 1 with 2 abstentions]
Copy to Mr.J.Thompson. Situation to be reviewed in one month.
2. Seven Edges Lane gate, Brancaster - Key and letter from EA. See corres. 1.
3. Derelict car at Old Lifeboat Inn - Matter to be chased with Police and WNBC.
4. Broad Lane cherry trees - Inspection to be arranged in autumn.
5. Footpath signs to beach bank - now installed.
6. Shingle on roads outside public houses - in hand by NCC
7. Cemetery railings - work now done and invoice to hand.
8. Sea defence bank by RWNGC practice ground - no further action for now.
9. Shooting on Barrow Common - To be discussed at BCMC on 6th. August.
10. Broken drain cover in Butchers Drove - repair work carried out by Anglian Water.
11. Blocked drain at BS village green - repairs carried out by NCC.
Anglian Water and NCC to be asked for copies of their plans of drains.
12. Parish Council website - Now in operation.
13. Letter from T de Winton - Prop.RS, sec. Jo.S that reply be sent inviting him to
attend next PC meeting.
14. Football nets for goal posts - In hand by BCSC
15. Verges - NCC will only cut these twice a year in future. Parish Council may have to budget for this.
16. Double yellow lines to ease parking - Enquiries to NCC
5.REPORTS FROM PC REPS.
NL New houses, Common Lane, BS. Meeting informed that the rented dwellings had not yet been allocated.
6. FINANCE
[a] Invoices for payment: Prop. J.Petchey, sec. R.Lawton that the following be paid:
K.Crompton £360; Hartop Farms [allotment rental] £480; M.Benn [cemetery railings] £558.61; D.Bracey £84 [playing field inspection] ; C.Fisk £80.50[ footpath signs for beach bank]; Dan Sharman £100 [website] , J.E.Lake £35 [website renewal]
[b] Fish stall rent - agreed to leave this matter as it had already been discussed at a previous meeting.
7. PLANNING
1. Marshlands - objection. Over development.
2. Norvista - no objection
3. 1 Boughey Close - no objection.
Regarding length of time between meetings, Clerk requested that planning applications liable to run out of time be circulated to councillors before the next PC meeting.. Agreed [prop.RL, sec.RS]
8. PARISH CHARITIES
Chairman gave a brief history of the charities in the parish :-
Bell's Charity: 10 acres leased by Lord Melchett of Courtyard Farms @ £600 p.a. Agreed that he be contacted regarding a rent review.
Brampton Charity [ now wound up].
9. PARISH HEDGES
Agreed [prop, CB, sec. Ja.S]to request NCC to contact owners whose hedges impeded the highway. Inc. Manor Farm on A149 by bus seat; Cross Lane.
NCC Rangers next visit on 23rd. August. List of jobs to be done to include sweeping of Cross Lane, and various places on A149 including Whiteway Road to Costcutters in Burnham Deepdale.
Regarding other overgrown hedges, NCC to attend to these in the autumn.
10. CORRESPONDENCE
1. Environment Agency - letter and key to gate at Seven Edges Lane. Prop.RS, sec.NL that EA be told that key is to be available for use by parishioners and not just in emergency. Voting: 3 to 4 against. Not carried.
Mr.B.Everitt invited to speak suggesting affidavits from older parishioners. it was then proposed by R.Lawton,sec.by J.Petchey that the Parish Council start all over again with this matter. Voting: 4 to 3 in favour with 3 abstentions. Motion carried. Future agenda item.
2. Brancaster Allotment Society - invitation to bbq and prize giving on 27th. August.
3. Norfolk Coast Partnership - election of community reps. Noted.
4. Thornham Parish Council info - noted
5. NP Law - temp highway closure, Common Lane, BS, Noted.
6. Letter of thanks from BS&D tennis club.

Land Registry: Parish Council registrations to be started in autumn. - team : CS, CB, NL, RS, and the Clerk.
